A11202/1-034 Ordinance amending the 2024 Whatcom County Budget, request no. 3, in the amount of 1,693,840 Donovan reported for the Finance and Administrative Services Committee and moved that the Ordinance be ADOPTED. Stremler spoke about the two items regarding fleet electrification and urged everyone involved in this study and the movement toward electrification to tread slowly and carefully into it and to keep reliability and sustainability in mind. AB2024-0 3 Letter to the Department of Natural Resources to confirm concurrence with 650 acres identified for the Natural Climate Solutions proviso Buchanan reported for the Committee of the Whole and moved to approve the letter as amended in committee (on file as "Substitute Letter to DNR - Galloway 1.23.2024"). The motion was seconded by Donovan. Stremler spoke about the reliability of the science, where lumber will come from if it is not local, and how it will affect the local forestry industry. Scanlon stated that changing how we use these sites makes sense and aligns with our county's plans and values. He is happy they are incorporating language into the letter about recreation. Donovan stated he supports the way they crafted the letter and edited it to emphasize preserving recreation and getting the school districts funding in the short-term. He hopes that legislature will remain focused on acquiring replacement forest lands and on managed forestry. Elenbaas spoke about the effects on the timber industry and he and Stremler requested that their names not be included on the letterhead if it gets approved (see more discussion on this in Committee Reports). The motion was seconded by Donovan. Councilmembers discussed the motion. The motion was seconded by Galloway. Councilmembers discussed the motion and that Feld had put her name in for two categories but is only on the list for Concerned Citizen. The motion carried by the following vote: Aye: 7 - Byrd, Donovan, Elenbaas, Galloway, Scanlon, Stremler, and Buchanan Nay: o Donovan moved to nominate all applicants for the Health and Social Services Provider position. The motion was seconded by Byrd. Councilmembers asked if there was anyone that had not already addressed the Council that wanted to do so and the following person spoke: ® Hannah Sloan Councilmembers discussed the applicants and whether those not appointed have other opportunities to be involved, advertising for other advisory boards like they did with this one, whether there would be any conflict of interest issues if applicants work for entities that contract with the County, and the votine Drocess for annointment of this position. The motion was seconded by Buchanan. Councilmembers each voted for one of the two candidates that received three votes in the first round and Arlene Feld was appointed with five votes as follows: Arlene Feld: 5 - Galloway, Scanlon, Buchanan, Byrd, and Donovan Corbett Hanson: 2 - Elenbaas and Stremler Councilmembers considered the Consumer of Services position. ,Scanlon moved and Galloway seconded to add Rosa Hunter (from Concerned Citizen) to this category. Galloway suggested a friendly amendment to also add Angela Burke (from Concerned Citizen) to this list. ,Scanlon accepted the friendly amendment. Councilmembers discussed the motion. Buchanan asked Angela Burke (who was present remotely) if she was willing to be moved to the Consumer of Services position and she stated she was OK with that. Councilmembers continued to discuss the motion. Jill Nixon, Council Office Staff, answered whether people have been moved to different appointments on the fly in a Council meeting without consent of the applicant and stated it is not unprecedented. She stated Feld submitted a hand-written application and others submitted electronic applications. Those filling out an electronic application only have the option to select one position. Councilmembers discussed the applicants and then voted for one name. The following applicants received votes and Rosa Hunter was appointed with four votes as follows: Rosa Hunter: 4 - Donovan, Galloway, Scanlon, and Buchanan Je#'frey Holmes: a - Byrd, Elenbaas, and Stremler Donovan moved and Galloway seconded to nominate all applicants for the Concerned Citizen position (except for Arlene Feld and Rosa Hunter who were already appointed under other categories). ACTION SUMMARY: Motion approved 6-1, with Stremler opposed, to accept late applicants. Motion approved 7-0 to nominate Arlene Feld for the Health and Social Services Provider position. The following two people were appointed to the Health and Social Services Provider position: Bertha Safford (5 votes) and Arlene Feld (5 votes) Motion approved 5-2, with Elenbaas and Stremler opposed, to add Rosa Hunter and Angela Burke to the Consumer of Services position list of applicants. Rosa Hunter was appointed to the Consumer of Services position with 4 votes. Donovan and Galloway moved and Scanlon seconded to consider the late application but Buchanan stated his motion earlier in the meeting was a blanket motion, so Councilmembers voted for both applicants and Julie Grendon was appointed with seven votes as follows: Elenbaas: Grendon Galloway: Grendon Scanlon: Grendon Stremler: Grendon Buchanan: Grendon Byrd: Grendon Donovan: Grendon This agenda item was APPOINTED. A� 2024 091 _ Reconsideration of appointment to a position on the Whatcom County Ferry Advisory Committee, Member: Fabian Mendoza Jill Nixon, Council Office Staff, stated that Council appointed Mr. Mendoza and since his appointment, Council staff and ]Public Works staff have reached out to engage him and have not been successful. Since no one has heard from him and he did not attend the Ferry Advisory Committee meeting in December, there is a request to revoke his appointment. Donovan moved to revoke the appointment. The motion was seconded by Stremler. Nixon answered a question and spoke about the attempts to contact him. Councilmembers discussed whether they should wait for two more weeks to see if they hear from him. Buchanan moved and Donovan seconded to hold the item for two weeks. Buchanan reported on AB2024-053 from Committee of the Whole (Letter to the Department of Natural Resources to confirm concurrence with 650 acres identified for the Natural Climate Solutions proviso). Elenbaas asked if he could write a minority report, that it be attached to the letter that is sent, and that the vote count be included in the letter. Royce Buckingham, Prosecuting Attorney's Office, answered questions and Councilmembers discussed whether a minority report should be attached to the main letter. Dana Brown -Davis, Clerk of the Council, stated the letter has to be in by January 31 st and Elenbaas stated he would try to have it to the Council Office by after lunch tomorrow. Scanlon requested that Elenbaas include the items in the letter that the minority agrees with as well as what they do not. Councilmembers gave other updates.
