Council (Special) Minutes - Final December 4, 2023
Call To Order
Roll Call
Council Chair Barry Buchanan called the meeting to order at 1:01 p.m. in a
hybrid meeting.
Present: 6 - Barry Buchanan, Tyler Byrd, Todd Donovan, Ben Elenbaas, Carol Frazey, and
Kaylee Galloway
Absent: 1 - Kathy Kershner
Announcements
Council Consideration and Action
1. B2023-650 Resolution certifying amounts to be levied by Whatcom County taxing districts to the
County Assessor
Rebecca Xczar, County Assessor, stated the districts submitted the
information straig_h_t to the Council and the Assessor just received a copy so
she did not have any brief for the Councilmembers.
Donovan moved and Buchanan seconded that the Resolution be
APPROVED.
Donovan stated he understands that the Assessor's Office does not have a
role in certifying the accuracy of the submissions but the Council needs to
pass a resolution. It is essentially up to these taxing districts to provide
proper information.
Xczar stated that is correct and the Assessor's Office just verifies that it
meets their legal limits in the end.
Donovan stated it would be easier to go through them if there was one
template or way for the districts to report and Xczar stated the Department
of Revenue is looking into some training for the districts. Donovan asked
whether the Greenways levy passed for the City of Bellingham, and Xczar
stated she believes so.
Donovan's motion that the Resolution be APPROVED carried by the
following vote:
Aye: 6 - Buchanan, Byrd, Donovan, Elenbaas, Frazey, and Galloway
Nay: 0
Absent: 1 - Kershner
