ORDINANCE NO. 2024-004
ORDINANCE AMENDING THE PROJECT BUDGET FOR THE PUBLIC SAFETY RADIO
SYSTEM FUND, REQUEST NO.4
WHEREAS, Ordinance No. 2018-073 established the preliminary project budget for
Phase I of the public safety radio system replacement project; and,
WHEREAS, in 2020, new backbone microwaves were installed at Mount Constitution,
Post Point, Lummi Island and Point Roberts; and,
WHEREAS, in 2021, to provide redundancy, an additional microwave from the Point
Roberts tower to the leased tower at H Street, and an additional microwave link to the
Customs/Border Patrol tower in Blaine were installed; and,
WHEREAS, in 2023 the equipment was purchased for Phase 3 (Southern Ring) which is
awaiting state grant funding for the installation of the equipment in 2024; and,
WHEREAS, in 2024 the project will progress to Phase 4 which is a microwave
connection from Squalicum Mountain to Post Point via Lookout Mountain; and,
WHEREAS, the Sheriff's Office has received a $500,000 grant from the United States
Department of Justice through the FY 2023 Community Oriented Policing Services (COPS)
Technology and Equipment Program,
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that Ordinance
2018-073 is hereby amended by adding $500,000 of expenditure authority, as described in
Exhibit A, to the current project budget of $988,553, for a total amended project budget of
$1,488,553.
