Committee Chair Ben Elenbaas called the meeting to order at 2:02 p.m. in a
hybrid meeting.
Present: 2 - Ben Elenbaas, and Kaylee Galloway
Absent: 1 - Tyler Byrd
Also Present: Barry Buchanan, Todd Donovan, Carol Frazey, and Kathy Kershner

Committee Discussion
1. AB2023- 74 / Discussion of an ordinance adopting various amendments to Whatcom County Code
Titles 20 (Zoning) and 21 (Land Division Regulations)
Cliff Strong, Planning and Development Services Department, briefed the
Councilmembers on the proposed ordinance (AB2023-748) which is
scheduled for Introduction tonight. He and Councilmembers discussed
whether the update to the child care facilities standards (see note number
nine in Exhibit A) will potentially make it easier for people to site
facilities, why in -home daycare would not be allowed in the rural industrial
manufacturing (RIM) zones, whether the code changes are fewer than in
years past because we are caught up on code scrubs, and the fact that just
because Whatcom County does not regulate something does not mean that
it is not regulated (we do not have to address things in our code that are
regulated by the State).
