Committee Chair Kathy Kershner called the meeting to order at 10:51 a.m.
in a hybrid meeting.
Present: 2 - Carol Frazey, and Kathy Kershner
Absent: 1 - Todd Donovan

Announcements
Council "Consent Agenda" Items
Frazey moved to approve Consent Agenda items one through eleven.
Councilmembers voted on the Consent items (see votes on individual items
below).
1. AB2023-678 Request authorization for the County Executive to enter into an interlocal agreement
amendment between Whatcom County and the City of Bellingham to increase the
subscriber fees by $1,260 for use of the City radio system, for a total amended annual
contract amount of $6,300
Frazey moved that the Interlocal be RECOMMENDED FOR
AUTHORIZATION BY CONSENT. The motion carried by the following
vote:
Aye: 2 - Frazey, and Kershner
Nay: 0
Absent: 1 - Donovan
2. AB2023-695 Request authorization for the County Executive to enter into an interlocal agreement
between Whatcom County and City of Bellingham for funding to support ongoing
maintenance and operations at the County's crisis stabilization center, in the amount of
$65,000
Frazey moved that the Interlocal be RECOMMENDED FOR
AUTHORIZATION BY CONSENT. The motion carried by the following
vote:

3. A132023698 Request authorization for the County Executive to enter into a contract amendment
between Whatcom County and Cando Recycling and Disposal to provide solid waste
collection services in Point Roberts in the amount of $475,000 for a total amended
contract amount of $950,000
Frazey moved that the Contract be RECOMMENDED FOR
AUTHORIZATION BY CONSENT. The motion carried by the following
vote:

4. A132023 7703 Request authorization for the County Executive to enter into a contract amendment
between Whatcom County and Dr. Tyson Hawkins for Jail Administrative Physician
Services in the amount of $13,940.00 for a total amended amount of $70,700.00
Frazey moved that the Contract be RECOMMENDED FOR
AUTHORIZATION BY CONSENT. The motion carried by the following
vote:

5. AB2023-706 Request authorization for the County Executive to enter into a contract with Shea,
Carr & Jewell, Inc., dba SCJ Alliance, to perform certain tasks associated with the
2025 Comprehensive Plan, urban growth area, and development regulations update in
the amount of $1,143,010
Frazey moved that the Contract be RECOMMENDED FOR
AUTHORIZATION BY CONSENT. The motion carried by the following
vote:

6. l- B20 3-710 Request authorization for the County Executive to enter into a contract between
Whatcom County and Associated Earth Sciences, Inc. to complete the final two years
of a three-year investigation to quantify the timing and magnitude of groundwater
pumping on streamflow depletion, in the amount of $364,486 (Council acting as the
Whatcom County Flood Control Zone District Board of Supervisors)

AUTHORIZATION BY CONSENT. The motion carried by the following
vote:

7. AB2023_ 777,12 Request authorization for the County Executive to enter into a contract amendment
between Whatcom County and Washington State Health Care Authority to provide
funding for the Alternative Response Team (ART) Program in the amount of
$1,174,000 for a total amended contract amount of $3,387,000

AUTHORIZATION BY CONSENT. The motion carried by the following
vote:

8. AB2023-713 Request authorization for the County Executive to enter into a contract between
Whatcom County and Astound Business Solutions, LLC (formerly Wave Business
Solutions, LLC) for a five year lease for fiber optic connectivity from the Courthouse
to seven county buildings, in the amount of $283,297.20
Frazey moved that the Contract be RECOMMENDED FOR
AUTHORIZATION BY CONSENT. The motion carried by the following
vote:

9. AB2023 730 Request authorization for the County Executive to enter into a contract amendment
between Whatcom County and Security Solutions to provide for the 2023 annual
testing of the fire and life safety systems at various Whatcom County buildings in the
amount of $37,688.45 for a total amended contract amount of $79,033.25
Frazey moved that the Contract be RECOMMENDED FOR
AUTHORIZATION BY CONSENT. The motion carried by the following

between Whatcom County and City of Bellingham to compensate for Paramedic
training program costs, in the amount of $782,304.00

vote:

11. AB2023-134 Request authorization for the County Executive to enter into an interlocal agreement
between Whatcom County and Whatcom Fire Protection District #7 to compensate
for Paramedic training program costs, in the amount of $318,892.00

AUTHORIZATION BY CONSENT. The motion carried by the following
vote:
