ORDINANCE NO. 2023-071
ORDINANCE AUTHORIZING AN INTERFUND LOAN FOR THE PURCHASE OF REAL
PROPERTY
WHEREAS, the Whatcom County Council has determined that it is in the public's
interest to purchase a 40-acre property to provide public access to Nesset Farm and future
access to hiking and equestrian trails; and
WHEREAS, the Conservation Futures Fund is a dedicated fund source for acquisition
of property that expands and enriches public access to parks and trails; and
WHEREAS, the acquisition of the subject property will expand the access to the
Nesset Farm which was acquired 25 years ago through the Conservation Futures Fund; and
WHEREAS, the acquisition of the subject property will resolve the issue of public
access to Nesset Farm and allow the County, after 25 years, to move forward to develop
Nesset Farm as a park; and
WHEREAS, Fund 17500 Conservation Futures does not have adequate cash to
finance this purchase; and
WHEREAS, Fund 17500 will have sufficient fund balance in 2024 when this interfund
loan will be paid back; and
WHEREAS, it is the best interest of Whatcom County to finance the purchase this
property with dedicated fund sources for the benefit of future generations,
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that a loan
shall be made from the General Fund to the Conservation Futures Fund in the amount of
$1,400,000. No interest shall be charged on the loan. The loan shall be repaid from the
Conservation Futures Fund when there is sufficient Fund balance in 2024.
