ORDINANCE AMENDING THE PROJECT -BASED BUDGET FOR THE JACKSON
ROAD/TERRELL CREEK BRIDGE NO. 81 REPLACEMENT FUND,
REQUEST NO. 1
WHEREAS, the Jackson Road/Terrell Creek Bridge No. 81 Replacement project
is Item Number B3 on the 2023-2028 Six Year Transportation Improvement
Program; and
WHEREAS, Ordinance No. 2021-082 established the Jackson Road/Terrell Creek
Bridge No. 81 Replacement Fund with an initial budget, including contingency, of
$700,000 in local funds to complete the type, size, and location phase of
preliminary design; and
WHEREAS, Whatcom County subsequently pursued and has been awarded
$4,265,700 in federal Local Bridge Program funds for preliminary engineering and
construction of the bridge replacement project; and
WHEREAS, preliminary engineering, environmental permitting and real estate
work on this project are scheduled to begin following completion of the type, size,
and location phase; and
WHEREAS, Whatcom County and the Washington State Department of
Transportation have entered into a local agency agreement to obligate $150,000 of
federal funds for preliminary engineering; and
WHEREAS, these additional project revenues in federal Local Bridge Program
funds, which are not currently included in the project -based budget, need to be
included; and
WHEREAS, additional funds are required to complete the preliminary
engineering phase of the project; and
WHEREAS, this is a multi -year capital project requiring budget approval,

NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that
Ordinance No. 2021-082 is hereby amended adding $500,000 of expenditure
authority, as described in Exhibit A, to the amended project budget total of
$700,000 for a new total of $1,200,000

la. Description of request:
Jackson Road Bridge No. 81 crosses Terrell Creek in Birch Bay just east of the Jackson Road and Birch
Bay Drive intersection, Section 31, T40N, R1W. This project will replace the existing structurally deficient
bridge which has reached the end of its service life. This project is listed as Item No. B3 on the 2023-
2028 Six Year Transportation Improvement Program.
The existing Jackson Road/Terrell Creek Bridge No. 81 is a two -span 62-foot long bridge which is
currently weight restricted and considered structurally deficient due to deterioration in the concrete girders
and timber substructure. The existing bridge will be replaced with a new precast concrete girder bridge
structure.

General public, emergency services, and residents and visitors of the greater Birch Bay area.
2. Problem to be solved.
Replace the existing structurally deficient and restricted bridge with a new precast concrete girder bridge
structure that will allow for the unrestricted movement of all legal loads.

Whatcom County has been awarded a total of $4,265,700.00 in federal Local Bridge Program funds for
the preliminary engineering and construction phases of this project under Whatcom County contract
#202308026. Road funds will be utilized to provide the additional project funding requested for the
preliminary and construction phases of this project.
