Call To Order
Committee member Kaylee Galloway called the meeting to order at 1:40
p.m. in a hybrid meeting.
Present: 2 - Tyler Byrd, and Kaylee Galloway
Absent: 1 - Ben Elenbaas
Also Present: Barry Buchanan, Todd Donovan, Carol Frazey, and Kathy Kershner
Announcements
Committee Discussion and Recommendation to Council
1. AB2023-668 Resolution amending Resolution 2023-005 to docket an additional Comprehensive
Plan/zoning amendment related to allowing propane reload, storage, and distribution
facilities as a conditional use under certain conditions in the Agriculture District
Kershner briefed the Councilmembers and stated the code amendment
needs to go to the Planning Commission first so Council would be voting
today to put it on the docket for Planning Commission review.
Kershner answered questions, including whether it has to only be serving
agricultural uses, and whether they should docket it as a concept or whether
they docket it with a section of the code where it would be targeted.
The following people spoke:
• Tyler Schroeder, Director of Administrative Services
• Steve Roberge, Planning and Development Services
Roberge stated it is a very distinct piece of code and would affect very few
properties and situations. He answered questions about potential questions
that might come up about the amendment.
Galloway asked whether there is a time sensitivity to this because she would
like to see it come back to the Committee of the Whole and have it be part
of a broader conversation around what should be added to the docket.
Kershner stated she would ask that they move forward with this resolution
now because the Planning Department has already been working with a
potential applicant.

Councilmembers and staff discussed whether the docket list needs to be
updated, the docketing process, how many items are still on the docket,
whether they should move forward with this specific resolution, and how
big of propane tanks this is talking about.
Byrd moved that the Resolution be RECOMMENDED FOR APPROVAL.
Galloway stated she is fine with moving this forward but wants people to
know that there will be more potential items for the docket coming down
the pike, and Councilmembers discussed the process for docketed items.
Byrd's motion that the Resolution be RECOMMENDED FOR APPROVAL
carried by the following vote:
Aye: 2 - Byrd, and Galloway
Absent: 1 - Elenbaas
There were no agenda items added by revision.
There was no other business.
The meeting adjourned at 1:55 p.m.
