9 ORDINANCE AMENDING THE PROJECT BUDGET FOR THE E.
10 SMITH/HANNEGAN ROAD INTERSECTION IMPROVEMENTS FUND,
11 REQUEST NO. 3

13 WHEREAS, Ordinance No. 2018-057 established the E. Smith/Hannegan
14 Road Intersection Improvements Fund in 2018 granting expenditure authority to
15 initiate preliminary engineering for the multi -year project, and;
16
17 WHEREAS, previous phases of the project included preliminary engineering,
18 permitting, property rights acquisition, construction and construction engineering
19 services, and;
20
21 WHEREAS, it is now necessary to supplement the project -based budget with
22 additional funds for the preliminary engineering, right-of-way, and the construction
23 phases, in order to complete the design and construct the project, and;
24
25 WHEREAS, the East Smith & Hannegan Road Intersection Improvements
26 Project was confirmed on the Council approved 2023 Annual Construction Program
27 and is item number R6 on the Council approved 2023-2028 Six Year Transportation
28 Improvement Program (2023-2028 STIP), and;
29
30 WHEREAS, the original construction cost and property rights acquisition cost
31 estimates have increased due to economic changes in market forces along with
32 necessary design changes, and therefore the 2023-2028 STIP estimate of $5.8
33 million is insufficient, and;
34
35 WHEREAS, the project previously secured $2 million of outside funding
36 commitments ($1 million federal Highway Safety Improvement Program funds and
37 $1 million federal Surface Transportation Block Grant funds), as well as $3.8 million
38 of local Road funding, and;
39
40 WHEREAS, the project has secured an additional $1,952,642 of outside
41 funding commitments ($1.5 million federal Surface Transportation Block Grant
42 funds and $452,642 federal Carbon Reduction Program funds), as well as $222,358
43 of local Road funding, and;

NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that
Ordinance No. 2018-057, associated with establishing a project -based budget for
the E. Smith/Hannegan Rd Intersection Improvements Fund, is hereby amended,
effective October 24, 2023 by adding an additional amount of $2,175,000 of
expenditure authority to the project budget for a new current project budget
expenditure amount of $7,975,000 as described in Exhibit "A"

1a. Description of request:
The intersection of E. Smith and Hannegan Roads is located in Sections 28, 29, 32, 33, T39N, R3E and
experiences delays due to lack of left -turn channelization on Smith Road. The project is listed as #R6 on
the 2023-2028 Six -Year Transportation Improvement Program. An alternatives analysis was completed by
a consultant, that reviewed traffic counts and warrants. It was determined that a multi -lane roundabout
was the preferred improvements. Construction is scheduled for summer 2024. This request provides the
funding needed in the project based budget to complete the preliminary engineering and right-of-way
phases of the project, along with enough funding to advertise and award a construction contract.
1b. Primary customers:
All road users who travel on the Hannegan and Smith Road corridors.
2. Problem to be solved.
The main purpose of the intersection improvements is to improve vehicle operations and increase safety
for vehicle drivers, bicyclists, and pedestrians.
3a. Options /Advantages:
The alternatives analysis completed in 2018 compared three alternatives for improvements to the
intersection. The three alternatives were an upgraded traffic signal with protected left turn movements, a
single -lane roundabout, and a double -lane roundabout. The double -lane roundabout provided the highest
level of vehicle operations for a twenty year design life, while providing a much safer intersection than the
existing signal or an upgraded signal.
3b. Cost savings:
Potential costs savings are realized by an improved level of service for the motoring public and potential
decrease in motor vehicle accidents.
4a. Outcomes:
The approval of budget authority will allow for the completion of design, RM acquisition, permitting, and
construction of the chosen alternative.

certified and environmental permits are signed off by FHWA and WSDOT
