PROCUREMENT FROM OR THROUGH THE UNITED STATES GOVERNMENT
WHEREAS, Pursuant to RCW 39.32.090, whenever authorized by ordinance or resolution of its legislative
authority any political subdivision of the state shall have power to purchase supplies, materials, electronic data
processing and telecommunication equipment, software, services, and/or equipment from or through the United
States government without calling for bids, notwithstanding any law or charter provision to the contractor, and
WHEREAS, as the federal government's purchasing agent, the U,S. General Services Administration (GSA)
provides centralized procurement for the federal government, offering billions of dollars worth of products,
services, and facilities that federal agencies need to serve the public, and
WHEREAS, through the GSA, state, local, tribal governments, and educational institutions may utilize
specific programs to buy goods and services, and
WHEREAS, the County Council constitutes the legislative authority of Whatcom County and finds the
purchase of supplies, materials, electronic data processing and telecommunication equipment, software, services,
and/or equipment from or through the United States government without calling for bids, as being in the best
interest of Whatcom County.
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council hereby authorizes the purchase of
supplies, materials, electronic data processing and telecommunication equipment, software, services, and/or
equipment from or through the GSA without calling for bids.
