Roll Call
Committee member Kaylee Galloway called the meeting to order at 1:55
p.m. in a hybrid meeting.
Present: 2 - Tyler Byrd, and Kaylee Galloway
Absent: 1 - Ben Elenbaas
Also Present: Barry Buchanan, Todd Donovan, Carol Frazey, and Kathy Kershner
Announcements
Committee Discussion
1. Ai3202398 Discussion of an ordinance adopting various amendments to WCC Title 20, Zoning,
regarding home -based businesses
Cliff Strong, Planning and Development Services Department, briefed the
Councilmembers on revisions made to the ordinance based on the last
discussion. He answered whether this is now ready for introduction, and
whether a committee recommendation is needed.
Donovan moved to recommend to the Full Council that this version be
introduced but he is not on the committee so he could not make that
motion.
Byrd moved to hold this item to the next meeting. He stated these are
amendments that Elenbaas was interested in and he would like to give him a
chance to look at the revised ordinance before they vote on it.
Galloway asked whether they feel comfortable introducing this tonight and
then having it back in committee for discussion and recommendation at the
next meeting and Councilmembers discussed Byrd's motion.
Kershner stated it might be problematic that amplified music is allowed
until 9 p.m. but the event can go until 10 p.m. and they might consider
making those times the same.
Councilmembers and Strong discussed Kershner's comments and whether
they should shift the amplified music to 10 p.m. to match the end time of
events.

Bill Elfo, Sheriff, stated it would be helpful to have less confusion and the
most consistency as possible.
Galloway asked whether Strong was comfortable making that amendment so
they could introduce a substitute tonight, then they could bring the
ordinance back for discussion and recommendation to Council on
September 12th.
Councilmembers discussed Byrd's motion to hold.
Byrd withdrew his motion to hold.
Byrd moved that they adjust the times so that they are consistent at 10 pm.
The motion carried by the following vote:
Aye: 2 - Byrd and Galloway
Nay: 0
Absent: 1 - Elenbaas
Byrd moved to hold the item until the next meeting.
Galloway stated her understanding with this motion is that the substitute
ordinance would be back on committee discussion and for introduction on
September 12th for action on the 26th.
The motion failed by the following vote:
Aye: I - Byrd
Nay: 1 - Galloway
Absent: 1 - Elenbaas
