Call To Order
Roll Call
Council Chair Barry Buchanan called the meeting to order at 9:33 a.m. in a
hybrid meeting.
Present: 6 - Barry Buchanan, Tyler Byrd, Todd Donovan, Carol Frazey, KayIee Galloway,
and Kathy Kershner
Absent: 1 - Ben Elenbaas
Announcements
Committee Discussion
Attorney Present: Karen Frakes.
Buchanan stated that discussion of agenda item one may take place in
executive session pursuant to RCW 42.30.110(l)(i). Executive session will
conclude no later than 9:45 a.m. If the meeting extends beyond the stated
conclusion time, Council Staff will make a public announcement.
Byrd moved to go into executive session until_ no later than 9:45 a.m. to
discuss the agenda item(s) pursuant to the RCW citation(s) as announced by
the Council Chair. The motion was seconded by Frazey.
The motion carried by the following vote:
Aye: 6 - Buchanan, Byrd, Donovan, Frazey, Galloway, and Kershner
Nay: 0
Absent: i - Elenbaas
1. AB202.3_,530, Discussion with Chief Civil Deputy Prosecutor Karen Frakes regarding potential
litigation against DSHS for failing to perform its statutory duties. [Discussion of this
item may take place in executive session (closed to the public) pursuant to
RC W42.30.110(1)(i)]
