Council Committee of the Whole Committee Minutes - Final July 11, 2023 Call To Order Roll Call Council Chair Barry Buchanan called the meeting to order at 3:31 p.m. in a hybrid meeting. Present: 6 - Barry Buchanan, Tyler Byrd, Todd Donovan, Ben Elenbaas, Carol Frazey, and Kaylee Galloway Absent: 1 - Kathy Kershner Announcements Committee Discussion 1. A132 23-332 Discussion relating to the draft scope of work for the 2025 Comprehensive Plan and development regulations update Matt Aamot, Planning and Development Services Department, briefed the Councilmembers. He stated they are asking Council for an endorsement of the scope and they will attach it to a Request for Proposal (RFP) for consultant services. They would then bring a proposed consultant contract to the Council for approval at a later date, Galloway spoke about the changes made in the revised version (Revised Draft Scope of Work for 6.20.2023). Aamot stated they are not looking for formal action of the Council at this time, but are just looking for an informal endorsement of the revised scope. He answered whether they are talking about a contract for the people that are going to do the land capacity analysis or about a contractor to do the entire Comprehensive Plan and stated they will do more than the land capacity analysis. They will do specific tasks that are laid out in the scope of work. It will be a combination of consultant work and staff work. Councilmembers and Aamot discussed the process for working with County staff when Councilmembers would -like to see changes to the Whatcom County Code or in the Comprehensive Plan. Galloway moved to support the scope of work for the 2025 Comprehensive Plan and development regulations update. The motion was seconded by Donovan. The motion carried by the following vote: Aye: 5 - Buchanan, Byrd, Donovan, Frazey, and Galloway Nay: 1 - Elenbaas WGatcont County Page I Council Committee of the Whole Committee Minutes - Final July 11, 2023 Absent, 1 - Kershner This agenda item was DISCUSSED AND MOTION(S) APPROVED. Motion approved 5-1-1, with Elenbaas opposed and Kershner absent, to support the scope of work for the 2025 Comprehensive Plan and development regulations update Committee Discussion and Recommendation to Council 1. B2023427 Resolution acknowledging the rights of the Southern resident orcas This item was withdrawn from the agenda as noted on an agenda revision. This agenda item was WITHDRAWN.
