Committee Chair Kathy Kershner called the meeting to order at 1:30 p.m.
in a hybrid meeting.
Present: 3 - Carol Frazey, Kaylee Galloway, and Kathy Kershner
Also Present: Barry Buchanan, Tyler Byrd, Todd Donovan, and Ben Elenbaas

Special Presentation
1. AB2023-438 Update from the Opportunity Council
Kershner introduced the presentation and stated it was requested as a result
of some funding for the 22 North program.
The following people read from a presentation (on file):
• Greg Winter, Opportunity Council Executive Director
• Wendy Lawrence, Opportunity Council
• Michaela Mandala, Opportunity Council
Winter thanked the County, the City of Bellingham, Opportunity Council
staff, and partnering organizations for their support as they have been trying
to significantly improve the program. The presenters spoke about the key
components of improvements that have been made to 22 North and
answered how crime and the handling of crime has changed, how drug
dealing or use is handled and what the enforcement escalation path looks
like, what other tools the Opportunity Council is using to get those people
back on track, and how many steps (of rule -breaking) or chances lead to
eviction.

Committee Discussion
1. AB2023,-447 Discussion on the ordinance and project based budget for the Maintenance and
Operations Central Shop's NPDES Stormwater Improvements
Loni Patterson, Public Works Department, stated they do not have a formal
report but are just here to introduce the Councilmembers to the project
conceptually. She answered whether there have been any changes to the

situation and stated there have not been changes. They are just trying to
move forward, based on the timeline set by the Department of Ecology
(DOE), to make sure that the appropriate actions towards compliance are in
line with the DOE, and they want to work with them as soon as possible and
for construction to be set for the fall of 2024.
