Committee Chair Ben Elenbaas called the meeting to order at 1:03 p.m. in a
hybrid meeting.
Present: 3 - Tyler Byrd, Ben Elenbaas, and Kaylee Galloway
Also Present: Barry Buchanan, Carol Frazey, and Kathy Kershner

Committee Discussion
1. AB2,023-w355 Discussion of an ordinance adopting Zoning Code amendments relating to density, lot
size, setbacks, and public water and sewer for the Birch Bay Urban Growth Area and
other areas of the County
Matt Aamot, Planning and Development Services Department, briefed the
Councilmembers and answered whether it is feasible to hook up public
water and sewer where it would be required and whether Birch Bay Water
and Sewer has capacity for it, whether we will be seeing this type of thing
for areas other than Birch Bay, how we are considering climate
vulnerabilities into our future planning in geographic areas that are going to
be more disproportionately vulnerable, whether we are looking forward and
asking whether we want to or should be growing in this and other Urban
Growth Areas UGAs), how we get to a place like this where our
Comprehensive Plan is basically saying we need to build more houses than
what we are even able to build, and whether there is one measure Planning is
leaning toward of the four potential reasonable measures the County may
consider for the Birch Bay UGA (noted in the memo). Aamot stated they
are addressing bullets two, three, and four in this proposal and he answered
questions about the definition of minimum net density in Exhibit G of the
Draft Ordinance.
Byrd moved to recommend the related Ordinance for introduction tonight
(Ordinance on the agenda for Introduction as AB2023-356).
The motion carried by the following vote:
Aye: 3 - Byrd, Galloway, and Elenbaas
Nay: 0
This agenda item was DISCUSSED AND MOTION(S) APPROVED.
