Ordinance amending the 2023 Whatcom County Budget, request no. 10, in the amount of 1,493,534
SUMMARY STATEMENT OR LEGAL NOTICE LANGUAGE:
Supplemental # 10 requests funding from the General Fund:
1. To appropriate $134,000 in Non Departmental to fund OppCo Public Service Grant 2023-
2024 from grant proceeds.
2. To record $12,603 in Health to find Behavioral Health Indirect Adjustment.
3. To appropriate $195,000 in Health to fund Environmental Health Foundational Public Health
Services (FPHS) Grant Program from grant proceeds.
4. To appropriate $199,800 in Health to fund Youth Cannabis and Tobacco Prevention Program
from grant proceeds.
5. To appropriate $2,000 in Sheriff to reflect increase DEA grant contract #RL-21-0012;
Increase 92.
6. To appropriate $5,000 in Sheriff to reflect increase DEA grant contract #RL-23-005.
From the Road Fund:
7. To appropriate $255,500 to fund Central Shop NPDES Stormwater Improvements,
companion to 94020.
From the Behavioral Health Program fund:
8. To appropriate $74,228 to fund Mental Health Court Staffing increase FTE.
9. To appropriate $49,975 to fund Behavioral Health Labor Pool Adjustment.
10. To appropriate $37,540 to fund Response Vehicles ER&R Maintenance.

11. To appropriate $8,500 to fund FD7 Paramedic Unit engine repair.
12. To appropriate $32,264 to fund FD7 Community Paramedic (CPM) phase -in.

14. To appropriate $138,100 to fund 2023-2024 Lateral Paramedics Bellingham Fire Department.

ORDINANCE NO. 2023 - 044
AMENDMENT NO. 10 OF THE 2023 BUDGET
WHEREAS, the 2023-2024 budget was adopted November 22, 2022; and,
WHEREAS, changing circumstances require modifications to the approved 2023-2024 budget;
and,
WHEREAS, the modifications to the budget have been assembled here for deliberation by the
Whatcom County Council,
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the 2023-2024
Whatcom County Budget Ordinance #2022-070 is hereby amended by adding the following additional
amounts to the 2023 budget included therein:
