ORDINANCE NO. 2023 - 038
ORDINANCE AMENDING THE PROJECT BUDGET FOR THE HOVANDER
PARK BUILDING IMPROVEMENTS PROJECT, REQUEST NO. 1
WHEREAS, this fund was established by Ordinance No. 2016-055 to
demolish two deteriorated buildings that posed safety hazards and to construct a
new Parks shop building; and
WHEREAS, flooding in the area of the originally planned shop building
site postposed the project; and
WHEREAS, in accordance with Charter Section 6.80 Lapses of Appropriations,
the remaining original project budget of $242,292 lapsed due to no expenditure of funds
being made for three years; and
WHEREAS, it is prudent to instead convert an existing County owned rental
property (formerly the Ranger's Residence) into a shop space instead; and
WHEREAS, improvements to the rental property offer cost savings as opposed to
the construction of a new building; and
WHEREAS, funding for these improvements is available in the fund
balance that was previously provided from the Real Estate Excise Tax II Fund;
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council
that Ordinance 2016-055 is hereby amended by adding $130,000 of expenditure authority,
as described in Exhibit A, to the current project budget amount of $0, for a total project
budget of $;13q,000.
