Council Public Works & Health Committee Minutes - Final May 9, 2023 Committee Call To Order Roll Call Committee Chair Kathy Kershner called the meeting to order at 12:48 p.m. in a hybrid meeting. Present: 3 - Carol Frazey, Kaylee Galloway, and Kathy Kershner Also Present: Barry Buchanan, Todd Donovan, and Ben Elenbaas Announcements Special Presentation 1. AB2023-321 Presentation from the Community Health and Human Services Division of Whatcom County Health and Community Services Department The following people read from a presentation (on file) and spoke about what the Community Health and Human Services Division is doing: • Ann Beck, Health and Community Services • Amanda Burnett, Health and Community Services • Chris D'Onofrio, Health and Community Services They answered how many people the Mount Baker School -Based Health Center (which will increase affordable access to health care for students) will be able to serve and whether the program will be on a particular school campus. This agenda item was PRESENTED. 2. AB2023-317 Presentation of the Child and Family Well -Being Task Force Phase III Report The following Child and Family Well -Being Task Force members reported: • Katherine Orlowski • Jennifer Wright • Allison Bishop • Tilda Doughty • Samantha Cruz -Mendoza • Christina Jackson • Colton Redtfeldt • Beverly Porter Buchanan and Frazey thanked the speakers for their hard work and clear Whatcom County Page I Council Public Works & Health Committee Minutes - Final May 9, 2023 Committee communication. Allison Williams, Health and Community Services, answered whether this is the final report and stated there will be annual reports. Kayla Schott-Bresler, Strategic Initiatives Special Programs Manager, answered whether the recommendations will be discussed at a Council level and whether the Council will work with the Administration on funding needs. She stated the Administration is looking at the recommendations in the report and it would be helpful to get Council direction on what their priorities might be. Kershner stated maybe they could set up another work session at a committee level to talk about some of these recommendations. This agenda item was REPORTED. Committee Discussion and Recommendation to Council 1. AB2023-228 Request approval to send a letter regarding proposed legislation to increase truck size and weight Galloway updated the Councilmembers and stated there was an amendment since the last meeting to the fourth paragraph of the letter regarding the Skagit bridge and a clarification that the bridge collapse was due to an oversized truck as opposed to an overweight truck. Galloway moved that the Request for Motion be RECOMMENDED FOR APPROVAL OF REQUEST. Josh Collins, Coalition Against Bigger Trucks (CABT), answered whether 33-foot trailers fit on a rail car and stated they will be able to fit but the rail cars will only be able to accommodate one of them. Galloway answered whether Representative Suzan DelBene should be on the recipient list and stated she is no longer representing Whatcom County. Collins answered whether CABT is the same group as the 2001 Washington Alliance for Safe Highways (WASH) noted in the minutes excerpt on file, where this is going on a Federal level and whether a letter from the Council will make a difference. Galloway's motion that the Request for Motion be RECOMMENDED FOR APPROVAL OF REQUEST carried by the following vote: Whatcom County Page 2 Council Public Works & Health Committee Minutes - Final May 9, 2023 Committee Aye: 2 - Frazey, and Galloway Nay: 0 Abstain: 1 - Kershner Items Added by Revision Other Business Adiournment There were no agenda items added by revision.
