ORDINANCE NO. 2023 - 033
AN ORDINANCE AUTHORIZING AN INTERFUND LOAN FOR THE PURCHASE OF FLOODPLAIN
LAND NEAR ACME, WA
WHEREAS, the Whatcom County Council has determined that it is in the best interest of the
citizens of Whatcom County to purchase 124 acres and apply a conservation easement over an
additional 25 acres for the purposes of river integrated floodplain reconnection; and,
WHEREAS, Washington State has identified the South Fork Nooksack River Integrated Floodplain
Reconnection project as a budget priority in the Puget Sound Acquisition and Restoration (PSAR)
fund for future grant award, and
WHEREAS, the project will contribute to flood mitigation, salmon recovery, and watershed
enhancement, and
WHEREAS, Fund 175 Conservation Futures does not have currently have adequate cash to
finance this purchase, and,
WHEREAS, it is the best interest of Whatcom County to partially finance this purchase utilizing an
interfund loan from the General Fund,
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that a loan shall be
made from the General Fund to the Conservation Futures Fund in the amount of $780,000. No
interest shall be charged on the loan. The loan shall be repaid from grant proceeds upon receipt of
payments from the PSAR fund, or from future levy receipts of the Conservation Futures Fund if no
grant is warded:
