Resolution 2023- 012
REQUESTING COUNCIL APPROVAL FOR THE EXECUTIVE TO
PURCHASE DEPARTMENT OF COMMERCE GRANT FUNDED FLOOD
RESPONSE EQUIPMENT IN A SINGLE ACTION
WHEREAS, the Whatcom County Council has determined that is in the best
interest of citizens of Whatcom County to purchase additional flood response
equipment; and
WHEREAS, the Whatcom County Division of Emergency Management has been
awarded a reimbursable grant in the amount of $4,294,850 from the Washington
State Department of Commerce for the purchase of flood response equipment;
and
WHEREAS, the grant funded equipment must be purchased and received by
June 30, 2023; and
WHEREAS, Whatcom County has entered into an interlocal agreement with
Sourcewell Cooperative to take advantage of existing Sourcewell bids and
requests for proposal; and
WHEREAS, the Parties to the Sourcewell Cooperative agreement will adhere to
all applicable laws concerning the procurement of goods and services in its
respective jurisdiction; and
WHEREAS, the timing for procuring the grant funded equipment is extremely
short and some of the equipment is in short supply; and
WHEREAS, The County Executive is requesting Council authorization as a
single action for the purchase of the flood equipment items presented by the
Division of Emergency Management and further described in Attachment "A".
NOW, THEREFORE BE IT RESOLVED, the Whatcom County Council hereby
authorizes the County Executive to purchase the flood equipment afforded
through the Washington State Department of Commerce grant and further
described in attachment "A".
