ORDINANCE NO. 2023 - 029
ESTABLISHING A TEMPORARY CLOSURE OF KELLY ROAD AND VAN WYCK ROAD
WHEREAS, the Whatcom County Council is authorized to close roads under the
provisions of RCW 36.32.120; and
WHEREAS, the Washington State Department of Transportation (WSDOT) has requested
to use Hannegan Road as a detour during their SR-542 Squalicum Creek to Bellingham Bay -
Fish Passage Project; and
WHEREAS, the County Engineer has signed an agreement allowing for this use; and
WHEREAS, the County Engineer has determined that it is necessary to limit access to
certain County roads during this detour; and
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the Public
Works Department of Whatcom County is hereby directed to temporarily close Kelly Road, east
of Hannegan Road; and
BE IT FURTHER ORDAINED, that the Public Works Department of Whatcom County is
hereby directed to temporarily close Van Wyck Road, east of Hannegan Road; and
BE IT FURTHER ORDAINED, that the Public Works Department of Whatcom County is
hereby directed to temporarily close Van Wyck Road, west of Noon Road; and
BE IT FURTHER ORDAINED, that the County Engineer is hereby directed to install the
appropriate signs and close the roads at a suitable time to be coordinated with WSDOT, once the
project commences, and the Whatcom County Sheriff and Washington State Patrol be notified by
a copy of this ordinance; and
BE IT FURTHER ORDAINED, that once the WSDOT project is complete, the temporary
closure shall expire; and

BE IT FURTHER ORDAINED, that once the WSDOT project is complete, the County
Engineer is hereby directed to remove all road closure signs and reopen the roadways.
