ORDINANCE NO. 2023 - 028
ESTABLISHING A TEMPORARY SPEED LIMIT FOR HANNEGAN ROAD
WHEREAS, the Whatcom County Council is authorized under RCW 46.61.415 to establish
speed limits on certain County Roads; and
WHEREAS, the Washington State Department of Transportation (WSDOT) has requested
to use Hannegan Road as a detour during their SR-542 Squalicum Creek to Bellingham Bay -
Fish Passage Project; and
WHEREAS, the County Engineer has signed an agreement allowing for this use; and
WHEREAS, the County Engineer has determined that it is necessary to formally establish
a temporary speed limit during construction; and
WHEREAS, the temporary speed limit shall be 35 MPH on Hannegan Road from Smith
Road E to the Bellingham City Limits, once the project commences; and
NOW, THEREFORE, BE IT ORDAINED that a temporary speed limit be set as follows:
35 MPH ON HANNEGAN ROAD FROM SMITH ROAD E TO THE BELLINGHAM CITY LIMITS,
LOCATED IN Sections 32 & 33, Township 39 North, Range 3 East, W.M. and Sections 4,
5, 8 & 9, Township 38 North, Range 3 East, W.M.; and
BE IT FURTHER ORDAINED, that the County Engineer is hereby directed to install the
appropriate signs at a suitable time to be coordinated with WSDOT, once the project
commences, and the Whatcom County Sheriff and Washington State Patrol be notified by a copy
of this ordinance; and
BE IT FURTHER ORDAINED, that once the WSDOT project is complete, the temporary
speed limit shall expire; and

BE IT FURTHER ORDAINED, that once the WSDOT project is complete, the County
Engineer is hereby directed to remove the speed limit signs.
