ORDINANCE NO. 2023 - 025
AN ORDINANCE AUTHORIZING AN INTERFUND LOAN FOR THE PURCHASE OF FLOOD
RESPONSE EQUIPMENT
WHEREAS, the Whatcom County Council has determined that it is in the best interest of the
citizens of Whatcom County to purchase additional flood response equipment; and,
WHEREAS, the Whatcom County Division of Emergency Management has been awarded a
reimbursable grant in the amount of $4,294,850 from the Washington State Department of Commerce
for the purchase of flood response equipment, and
WHEREAS, the grant funds must be obligated by June 30, 2023, and
WHEREAS, Fund 167 Emergency Management does not have adequate cash to finance planned
purchases under this grant award; and,
WHEREAS, it is the best interest of Whatcom County to finance the purchases utilizing an
interfund loan from the General Fund,
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that a loan shall be
made from the General Fund to the Emergency Management Fund in the amount of $4,294,850. No
interest shall be charged on the loan. The loan shall be repaid from grant proceeds upon receipt of
payments from the Department of Commerce, or from return of principal once funds can no longer be
obligated.
