Council Public Works & Health Committee Minutes - Final March 21, 2023 Committee Call To Order Roll Call Committee Chair Kathy Kershner called the meeting to order at 1:15 p.m. in a hybrid meeting. Present: 3 - Carol Frazey, Kaylee Galloway, and Kathy Kershner Also Present: Barry Buchanan, Tyler Byrd, Todd Donovan, and Ben Elenbaas Announcements Special Presentation A132023-202, Report from the Public Works Department Elizabeth Kosa, Public Works Department Director, reported on the following: • Winter storm recap • Division updates • Department workforce development and hiring • Communications She answered a question about reimbursement to the County for some of the buyouts we have done and stated we are waiting to see what happens with a grant that Public Works applied for and they got $2 million that they were not anticipating. Jim Karcher, Public Works Department, explained what Title 6 is as referenced in the Director's update on Public Works administration. Kershner stated the right decision was made in choosing Kosa as the Public Works Department Director and thanked her for taking the position. Galloway asked whether there has been any progress on the apprenticeship utilization requirements and Kosa stated they are working on the code language. Frazey thanked Kosa for the update and welcomed her on board. Satpal Sidhu, County Executive, stated they are very pleased that Kosa took this job. AB2023-1 45 Ordinance amending Ordinance No. 2022-058 to change the due date of the Child and Family Well -Being Task Force Phase III report Galloway moved that the Ordinance be RECOMMENDED FOR ADOPTION. Kershner asked whether this is the second time they have extended the deadline and Frazey spoke about the reasons this was delayed. Galloway's motion that the Ordinance be RECOMMENDED FOR ADOPTION carried by the following vote: Aye: 3 Frazey, Galloway, and Kershner Nay: 0 2. AB2023-166 Ordinance establishing a compost procurement policy Fraley moved that the Ordinance be RECOMMENDED FOR ADOPTION. Jennifer Hayden, Health and Community Services, answered what this is going to actually look like now that this is going to be in Code and what the County process is going to be for it. Frazey's motion that the Ordinance be RECOMMENDED FOR ADOPTION carried by the following vote: Aye: 3 - Frazey, Galloway, and Kershner Nay: 0 Items Added by Revision Other Business Adjournment There were no agenda items added by revision. There was no other business.
