Committee Chair Ben Elenbaas called the meeting to order at 1:55 p.m. in a
hybrid meeting.
Present: 3 - Tyler Byrd, Ben Elenbaas, and Kaylee Galloway
Also Present: Barry Buchanan, Todd Donovan, Carol Frazey, and Kathy Kershner
Announcements
Committee Discussion
1. AB2023-173. Discussion of an ordinance adopting various minor amendments to Whatcom County
Code Title 20, Zoning; Title 21, Land Division regulations, and; Title 22, Land Use
and Development
Cliff Strong, Planning and Development Services Department, briefed the
Councilmembers on changes to the Ordinance since the March 7, 2023
Committee meeting. He answered questions about proposed added language
to Section 20.80.910 "Accessory Dwelling Units - Standards" due to an
error discovered by staff.
Strong stated the Ordinance with these changes is on the Council agenda for
introduction tonight.
Donovan moved to recommend the Ordinance for introduction but he is not
on the committee so Galloway moved to recommend for introduction.
Byrd asked whether Strong updated the bicycle code to say it is optional and
whether adding bicycle parking would be a one-to-one replacement of
vehicle parking. He would like to see it updated to reflect that for tonight.
Byrd moved to update the bicycle parking (Section 20.80.527) to make it,
where optional, the one-to-one replacement would apply if someone chose
to exercise the option.
Byrd asked whether that change would make it usable anywhere within the
county where our code applies and Strong stated it would.
The motion to amend carried by the following vote:

There were no agenda items added by revision.
Galloway asked Elenbaas whether he had any thoughts or updates on putting
together a housing work session to discuss Accessory Dwelling Units
(ADUs) and other issues of interest.
Elenbaas stated that the Council's Legislative Analyst was gathering
information so he wanted to see where she was on that before scheduling
something.
Cathy Halka, Council Legislative Analyst, stated she would hopefully have
more information for them at the end of this week or early next week.
