1. To record operating transfer in of $23,427 in Health
From the Healthy Children's Fund:
2. To appropriate $495,1 18 in Health to fund administrative costs and record levy revenue for the
Healthy Children's Fund
3. To record labor pool entry to add two 2 FTE positions
From Real Estate Excise Tax I Fund:
4. To appropriate $73,732 to fund additional services and improvements for the Plantation Rifle
Range HVAC and Roof Replacement Project
From Real Estate Excise Tax II Fund:
5. To appropriate $63,000 to fund transfer in support of Lake Whatcom Trail Project Budget

ORDINANCE NO. 2023 - 020
AMENDMENT NO. 5 OF THE 2023 BUDGET
WHEREAS, the 2023-2024 budget was adopted November 22, 2022; and,
WHEREAS, changing circumstances require modifications to the approved 2023-2024 budget;
and,
WHEREAS, the modifications to the budget have been assembled here for deliberation by the
Whatcom County Council,
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the 2023-2024
Whatcom County Budget Ordinance #2022-070 is hereby amended by adding the following additional
amounts to the 2023 budget included therein:

FTE changes in Health -Healthy Children's Fund:
• Add 1 FTE Program Specialist (Assessment & Evaluation)
• Add 1 FTE Contract Coordinator
