Call To Order
Roll Call
Council Vice Chair Barry Buchanan called the meeting to order at 1:03 p.m.
in a hybrid meeting
Present: 6 - Barry Buchanan, Tyler Byrd, Todd Donovan, Carol Frazey, Kaylee Galloway,
and Kathy Kershner
Absent: 1 - Ben Elenbaas
Announcements
Council Discussion and Action
1. AB2023 v011. Discussion of candidates and ballot vote for electing the "county representative" to the
Board of Natural Resources
Cathy Halka, Council Legislative Analyst, briefed the Councilmembers and
explained the ballot options.
Kershner asked whether they can vote to make the votes fractional after
they have weighed in on the candidates or whether they have to make that
determination before they vote.
Byrd moved to fractionalize the votes so each vote is worth one seventh, but
Donovan had his hand up first.
Donovan moved to vote by majority. The motion was seconded by
Galloway.
Councilmembers discussed the motion and that each vote would be worth
one sixth since Elenbaas was absent.
Donovan withdrew his motion.
Galloway stated she would be voting for Commissioner Heidi Eisenhour.
Frazey stated she will be voting for Commissioner Heidi Eisenhour.
Kershner stated she will vote for Commissioner Lisa Janicki from Skagit
County.
Donovan stated he will vote for Commissioner Heidi Eisenhour.

Buchanan moved to nominate all the candidates (Commissioner Heidi
Eisenhour, Commissioner Lisa Janicki, and Commissioner Lindsey
Pollock). The motion was seconded by Frazey.
Councilmembers voted for the candidates as follows:
Buchanan: Eisenhour
Byrd: Janicki
Donovan: Eisenhour
Elenbaas: Absent
Frazey: Eisenhour
Galloway: Eisenhour
Kershner: Janicki
Kershner moved to fractionalize their ballot to send to the State. The
motion was seconded by Galloway.
Councilmembers discussed the motion.
The motion to fractionalize carried by the following vote:
Aye: 6 - Byrd, Donovan, Frazey, Galloway, Kershner, and Buchanan
Nay: 0
Absent: 1 - Elenbaas
