Roll Call
Committee Chair Kathy Kershner called the meeting to order at 2 p.m. in a
hybrid meeting.
Present: 3 - Barry Buchanan, Kaylee Galloway, and Kathy Kershner
Absent: None
Also Present: Todd Donovan, Ben Elenbaas, and Carol Frazey
Announcements
Special Presentation
1. AB2022-713. Report from the Public Works Department
Elizabeth Kosa, Public Works Department Acting Director, reported on the
following topics:
• The progress of the apprenticeship program
• Point Roberts and the issue of access to border crossing resolved
• Winter storm and flood preparedness
• The year in review
• Projects in the upcoming year
• Workforce and hiring
• The ferry
She answered whether there is any way they can expedite putting up flood
gates.
Jim Karcher, Public Works Department, answered how long the Lake
Samish bridge re -build project will go and whether the bridge will be
completely closed during that time.
Kosa answered whether our county has considered doing any sort of direct
mailing information share regarding flooding, whether HR is in on the
conversations with .Public Works and the City of Bellingham regarding
techniques for recruiting staff, whether there are any other commercial
driver's license (CDL) schools in the area, and whether it is possible to have
a certified person employed by the County who can teach CDL classes from
within.

Committee Discussion
AB2022-649 Discussion involving stop sign ordinances on various roads
Doug Ranney, Public Works Department, briefed the Councilmembers and
answered whether he has not heard from the fire district regarding Drayton
Harbor Road, whether there was a petition for a stop sign on Harksell Road
at the intersection of Woodland Road, and whether they have other
alternatives they could potentially explore if implementing one-way traffic
on Drayton Harbor Road is not the right solution.
