Council Finance and Administrative Committee Minutes - Final November 9, 2022 Services Committee Call To Order Roll Call Committee Chair Tyler Byrd called the meeting to order at 11:05 a.m. in a hybrid meeting. Present: 3 - Tyler Byrd, Carol Frazey, and Kathy Kershner Absent: None Also Present: Barry Buchanan, Ben Elenbaas, and Kaylee Galloway Announcements Committee Discussion 1. AB2022-624 Discussion of a resolution to declare Whatcom County real property as surplus and approve sale Kershner moved for approval but this was just a discussion item so she withdrew her motion. Andrew Hester, Public Works Department, briefed the Councilmembers and answered whether the property owned is a road, whether there is anyone in that area that this is going to affect by the County selling it, and whether there is anything in the books that lets us know why we have it. Hester stated it is not a road but just a fifteen -foot strip of property and he did not think selling it would negatively affect anyone. This agenda item was DISCUSSED. Council "Consent Agenda" Items Kershner stated she has questions about Consent Agenda item number six (AB2022-626). Tyler Schroeder, Director of Administrative Services, answered what the arrangement is with What -Comm, what this agreement is actually doing, a background on how What -Comm is funded, and why this is not taken out of the Emergency Medical Services (EMS) funding. Kershner also asked about Consent Agenda item number seven (AB2022-628). Mike Hilley, Emergency Medical Services (EMS) Manager, answered Whatcom County Page 1 Council Finance and Administrative Committee Minutes - Final Services Committee November 9, 2022 whether this is the $5 million that the Council approved in May, whether there was a formula that brought the amount up from that $5 million to $5,951,262.55, why this request is not the whole $6.4 million budget authority that was approved, whether they already spent the $1.4 million on the gurneys, and why they have not given the Basic Life Support (BLS) agencies the $5 million since May. Frazey moved to approve Consent Agenda items one through ten. Councilmembers voted on the Consent items (see votes on individual items below). A132022-595, Request authorization for the County Executive to enter into a contract between Whatcom County and Washington State Military Department to purchase portable radios, in the amount of $35,682 Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 3 - Byrd, Frazey, and Kershner Nay: 0 Absent: 0 2. AB2022-603 Request authorization for the County Executive to enter into an interlocal agreement between Whatcom County and the State of Washington Puget Sound Partnership for water resources programs in the Whatcom County region, in the amount of $375,000 (Council acting as the Whatcom County Flood Control Zone District Board of Supervisors) Frazey moved that the Contract (FCZDBS) be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 3 - Byrd, Frazey, and Kershner Nay: 0 Absent: 0 3. AB2022-605 Request authorization for the County Executive to enter into a contract between Whatcom County and Geneva Consulting Services to coordinate the Whatcom Local Integrating Organization (LIO), in the amount of $247,587.46 (Council acting as the Whatcom County Flood Control Zone District Board of Supervisors) Frazey moved that the Contract (FCZDBS) be RECOMMENDED FOR AUTHORIZATION BY CONSENT. AB2022-61,9 Request authorization for the County Executive to enter into an interlocal agreement between Whatcom County and the Whatcom Conservation District for agriculture best management practices outreach and financial assistance, in the amount of $66,000 (Council acting as the Whatcom County Flood Control Zone District Board of Supervisors) Frazey moved that the Contract (FCZDBS) be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 3 - Byrd, Frazey, and Kershner Nay: 0 Absent: 0 3. AB2022-623 Request authorization for the County Executive to enter into a contract amendment between Whatcom County and PeaceHealth to provide access to Epic in the amount of $10,068 annually for a total amended contract amount of $59,264 Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 3 - Byrd, Frazey, and Kershner Nay: 0 Absent: 0 6. AB2022-626 Request authorization for the County Executive to enter into an Interlocal Agreement modification between Whatcom County and the City of Bellingham for What -Comm Communications Center operations Frazey moved that the Interlocal be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 3 - Byrd, Frazey, and Kershner Nay: 0 Absent: 0 Whatcom County page 3 Council Finance and Administrative Committee Minutes - Final November 9, 2022 Services Committee 7. B2022-628 Request authorization for the County Executive to enter into an Interlocal Agreement amendment between Whatcom County and Basic Life Support First Responder agencies in the amount of $5,951,262.55 Frazey moved that the Interlocal be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 3 - Byrd, Frazey, and Kershner Nay: 0 Absent: 0 8. AB2022-629 Request authorization for the County Executive to enter into a contract amendment between Whatcom County and Hunt Forensics, LLC in the amount of $89,028 Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 3 - Byrd, Frazey, and Kershner Nay: 0 Absent: 0 9. AB2022-631_ Resolution approving a salary schedule and policies for Unrepresented Whatcom County employees effective January 1, 2023 through December 31, 2023 Frazey moved that the Resolution be RECOMMENDED FOR APPROVAL. The motion carried by the following vote: Aye: 3 - Byrd, Frazey, and Kershner Nay: 0 Absent: 0 10. A132022-63; Request authorization for the County Executive to enter into a contract between Code Publishing, LLC and Whatcom County for legal code publishing services Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT.
