Council Public Works & Health Committee Minutes - Final October 25, 2022 Committee Call To Order Committee Chair Kathy Kershner called the meeting to order at 1:50 p.m. in a hybrid meeting. Roll Call Present: 3 - Barry Buchanan, Kaylee Galloway, and Kathy Kershner Absent: None Also Present: Todd Donovan, Ben Elenbaas, and Carol Frazey Announcements Committee Discussion 1. AB2022-565 Discussion of proposed ordinance relating to the Six -Year Capital Improvement Program for Whatcom County Facilities 2023-2028 Matt Aamot, Planning and Development Services Department, presented on the Capital Facilities Planning Six -Year Capital Improvement Program (CIP). Aamot and Christ Thomsen, Parks and Recreation Department, answered questions about where the original $200,000 amount for the Birch Bay Beach Park Development project came from, background on the proposed modified amount for that project and how the project would be funded, what other projects might get bumped or be replaced, and whether Birch Bay has a parks district and whether they are contributing. Tyler Schroeder, Director of Administrative Services, answered whether the $121 million dollar estimate for the corrections facility is a hard or certain total, whether it would be valuable to increase the estimated cost for the correctional facilities, and whether the courthouse exterior is on a different list or whether it just fell off the priorities for the six -year CIP. He stated it is on this list. Kershner moved to recommend to the full Council that they change the cost of the correctional facility in this CIP to $150 million. The motion carried by the following vote: Aye: 3 - Buchanan, Galloway, and Kershner Nay: 0 Aamot asked Schroeder to help him with how to distribute that extra Whntcom County Page I Council Public Works & Health Committee Minutes - Final October 25, 2022 Committee $30,000 and answered whether they are recommending the "Revised PC Recommendations with Parks Changes" version. Kershner moved to recommend to the full Council the revised Planning Commission recommendations with Parks changes along with the amendment that they just passed. Kershner and Aamot answered what the major changes were in this most recent version. Aamot stated the project should be increased from $200,000 in the six -year period to $5,365,000 for the Birch Bay Beach Park Development so the project would be moved to within the six -year planning period. Kershner restated her motion to recommend to the full Council the revised Planning Commission recommendations with Parks changes including the amendment made by the Committee to increase the correctional facilities amount to $150 million (to be determined by Tyler Schroeder how that gets allocated across the years). The motion carried by the following vote: Aye: 3 - Galloway, Buchanan, and Kershner Nay: 0 This agenda item was DISCUSSED AND MOTION(S) APPROVED. Committee Discussion and Recommendation to Council 1. AB2022-562 Resolution adopting Whatcom County Public Works policies as required by the County Road Administration Board Jim Karcher, Public Works Department, briefed the Councilmembers and answered questions about whether these policies have been in place for a while, what a survey monument (as referenced in the Resolution) looks like, the history on where these monuments get placed and whether they are located regularly around the County, how close they are to each other, and whether we have a grid. He answered whether these policies are internal policies as opposed to Code, language used in Exhibit A under "Public Works - Personnel Policy," whether annual evaluations are actually happening, and what the "Public Works - Utility Accommodation" (Exhibit A) actually looks like in practice since it feels like a dig -once policy. Galloway moved that the Resolution be RECOMMENDED FOR APPROVAL.
