Council (Special) Minutes - Final October 4, 2022 Call To Order Roll Call Council Chair Todd Donovan called the meeting to order at 11:57 a.m. in a hybrid meeting. Present: 5 - Barry Buchanan, Todd Donovan, Carol Frazey, Kaylee Galloway, and Kathy Kershner Absent: 2 - Tyler Byrd, and Ben Elenbaas Announcements Special Order of Business 1. 22022- 551 Discussion and possible action on proposed letter to the Department of Commerce regarding funding for broadband Galloway briefed the Councilmembers and stated they are considering the proposed version three of the letter (on file). The deadline for comments is today. Buchanan moved that they approve the letter. The motion was seconded by Frazey. Buchanan asked about the letterhead and that they may want to review it to make sure it is correct, what "Whatcom County has provided approximately $Q,750,000 of matching funds" means under the Matching Contributions header (the four should show a strike -through so the number reads $2,750,000 but it was not clear on the draft), and who the reviewers are for each of the different colors of additions and strike -outs in the letter. Donovan asked whether the letter's matching contributions language is consistent with the Port of Bellingham and the Public Utility District No. 1 of Whatcom County (PUD) and whether they have seen the language in this letter, whether they have to have joint letterhead for the Executive to also sign the letter, and whether there is time to get his signature. Cathy Halka, Council Legislative Analyst, stated the letterhead is just a formatting issue that we can resolve when we send the letter out. It should probably be the Council's letterhead and we can add the Executive as an additional signer to the letter. Kayla Schott-Bresler, Strategic Initiatives Manager, stated Executive Sidhu has reviewed and provided some feedback on the letter to Councilmember Galloway and is happy to sign the letter this afternoon. The motion carried by the following vote: Aye: 5 - Buchanan, Donovan, Frazey, Galloway, and Kershner Nay: 0 Absent: 2 - Byrd and Elenbaas This agenda item was DISCUSSED AND MOTION(S) APPROVED. Motion carried 5-0-2, with Byrd and Elenbaas absent, that they approve the letter. Items Added by Revision Other Business Adjournment There were no agenda items added by revision.
