Council Public Works & Health Committee Minutes - Final October 11, 2022 Committee Call To Order Roll Call Committee Chair Kathy Kershner called the meeting to order at 1:30 p.m. in a hybrid meeting. Present: 3 - Barry Buchanan, Kaylee Galloway, and Kathy Kershner Absent: None Also Present: Tyler Byrd, Todd Donovan, Ben Elenbaas, and Carol Frazey Angouncements Committee Discussion 1. AB2022-53� Discussion regarding citizen proposal to restrict parking on Euclid Avenue Doug Ranney, Public Works Department, briefed the Councilmembers and answered whether parking restrictions would be in violation of any State regulations, whether there are any no -parking zones at any other county parks, what behaviors have been concerning to the public, the reason behind this request, and whether there would be any negative impacts of implementing a no -parking rule. The following petitioners spoke about the reasons for the request: • David McLain • Vicki McLain Staff and the speakers discussed with Councilmembers whether the park's parking lot is closed at night, what a no -parking posting would look like since this is a shoulder and not street parking, and what it would entail if the Council requested that Public Works take a look at closing the shoulder to parking from 10 p.m. to 6 a.m. Kershner stated that the problem of parking on sides of roads in increasing in our community and the Sheriffs Department should be involved because they would be tasked with enforcing restrictions. She wonders if it is realistic to close shoulders to parking all over the county. Doug Chadwick, Undersheriff, spoke about what they could expect from the Sheriffs Department if they closed this shoulder to parking from 10 p.m. to 6 a.m., the department's ability to enforce a parking restriction, and what the Whatcom County Page l Council Public Works & Health Committee Minutes - Final October 11, 2022 Committee Homesteader Law entails. Ranney answered whether it would be possible to put up concrete blocks along that section of road to discourage parking and whether we do that anywhere. This agenda item was DISCUSSED. 2. AB2022- 51 Discussion of Wynn Road and Country Lane rail crossing quiet zones The following people briefed the Councilmembers: • Roland Middleton, Public Works Department • Doug Ranney, Public Works Department They answered what it means to "close County Lane" as mentioned in the briefing, whether existing routes (County Lane to Bancroft and Country Lane to Curtis Road) would still be accessible and people would just not be able to go straight across the tracks on Country Lane, whether it is just too complicated to put in other safety methods on the intersection where Country Lane and Bancroft meet the railroad, how many community members were requesting this, what would happen if the Council does not take action, and how the community members came to Public Works with their request. Kershner asked about the possible options that are before them and Councilmembers discussed whether they should take action. No action was taken. This agenda item was DISCUSSED.
