Council Criminal Justice and Public Committee Minutes - Final October 11, 2022 Safety Committee Call To Order Roll Call Committee Chair Barry Buchanan called the meeting to order at 10 a.m. in a hybrid meeting. Present: 3 - Barry Buchanan, Tyler Byrd, and Carol Frazey Absent: None Also Present: Todd Donovan, Ben Elenbaas, Kaylee Galloway, and Kathy Kershner Announcements Special Presentation 1. AB2022-549 Report from District Court The following people reported and answered questions: • Bruce Van Glubt, District Court Administrator • .fudge Angela Anderson, District Court They answered whether the 12 jury trials run this year is a low number compared to pre -pandemic numbers, who the parties are that are not bringing jury trial cases forward or what the potential bottleneck is if District Court is ready to go for trials, whether court time is fully booked up still or whether there are now some slots available because of lag time, what utilization rates might look like in the Courts, whether the number of 800 jurors summoned per week is for both District and Superior Courts, whether the number of harassment and domestic violence -related cases is an increase from what they saw pre -pandemic and whether it is just because more people are reporting or because there really is an increase, and whether pre-trial monitoring is also available to people living in Bellingham as well as those who live outside the downtown area.
