Council (Special) Minutes - Final August 2, 2022 Call To Order Roll Call Council Chair Todd Donovan called the meeting to order at 1:01 p.m. in a hybrid meeting. Present: 4 - Tyler Byrd, Todd Donovan, Carol Frazey, and Kaylee Galloway Absent: 3 - Barry Buchanan, Ben Elenbaas, and Kathy Kershner Announcements Committee Discussion Y. AB2022422 Resolution establishing priorities for Whatcom County's 2025 Comprehensive Plan update Galloway gave background on the Resolution and the decision to schedule this meeting and answered whether she has received input yet from Councilmember Elenbaas. Councilmembers discussed whether the Comprehensive Plan has to be finished by 2025 or started by that date and why this Resolution needs to be considered for approval by August 9th since many community partners have not been able to get in their input. Frazey and Galloway spoke about the request for input and work on this Resolution since April, the timeline of the plan, how this Resolution sets a vision, and the hope that it will empower intergovernmental work with both the tribes and the State Legislature. Donovan asked if the substitute Resolution (on file as "Substitute Discussion for 8.2.2022) Exhibit A took out language about heat pumps or whether it was just moved. Galloway stated it was moved (to page six and seven of Exhibit A) and answered why the words, "where feasible" were added. Byrd asked if they would be open to working on the Resolution in smaller chunks by maybe addressing two items on the Resolution at each meeting. Frazey stated this Exhibit A is like a buffet and they cannot give direct orders to the Planning and Development Department to do them. It is the vision from a lot of the community of what they would like to see happen. The step that Byrd is speaking about would come after this Resolution is Whatcom County Page 1 Printed on 911912022 Council (Special) Minutes - Final August 2, 2022 passed. Galloway stated she views resolutions as setting a vision and opening the door to continued collaboration with the Administration as they work toward the implementation of that vision. This is shifting the paradigm of Council and saying we want to be pro -active as opposed to being reactive to the Administration's policies or vision. Her hope is that this Resolution is more empowering to Council. Donovan stated his hope is that she will get something from Councilmember Elenbaas in the next few days. There will still be opportunities to get some more thoughts on this before the 9th. This will be on the agenda on August 9th and can be amended without having to be re -introduced. He thanked Frazey and Galloway for keeping the door open for this long. This agenda item was DISCUSSED.
