Committee Chair Kathy Kershner called the meeting to order at 1:43 p.m.
in a hybrid meeting.
Present: 3 - Barry Buchanan, Kaylee Galloway, and Kathy Kershner
Absent: None
Also Present: Tyler Byrd, Todd Donovan, Ben Elenbaas, and Carol Frazey
Announcements
Committee Discussion
1. AB2022-429 Discussion regarding the Public Works Six -year Transportation Improvement
Program (TIP) for 2023-2028
Jim Karcher, Public Works Department, briefed the Councilmembers and
answered whether added projects listed on the Major Project Removals &
Additions (on file) document are added to the 2022-2027 Six Year
Transportation Improvement Program (STIP) or the 2023-2028 STIP,
whether Councilmembers will be getting a complete list of all changes, how
they can tell which items on the 2023-2028 STIP list (on file) have priority
over others, and whether the County seeks funding first for projects they
know are a higher priority.
This agenda item was DISCUSSED.
2. AB2022-430 Discussion of a resolution vacating an unnamed alley within the Plat of Lummi Park on
Lummi Island
Andrew Hester, Public Works Department, briefed the Councilmembers
and answered questions related to the aerial map.
This agenda item was DISCUSSED.
Committee Discussion and Recommendation to Council
1. AB2022-427 Ordinance amending Ordinance 2020-079 to change the due date of the Phase III
Report of the Child and Family Well -Being Task Force
Allison Williams, Health Department, answered questions about the new
due date.
Galloway moved that the Ordinance be RECOMMENDED FOR
ADOPTION. The motion carried by the following vote:

There were no agenda items added by revision.
Kershner spoke about correspondence that Councilmembers received from
former Whatcom County Councilmember Rud Browne (on file attached to
AB2022-105).
Browne spoke about his letter and answered whether his suggestion of
paying people for crisis leadership training would be for volunteers or
whether it would include new Full Time Equivalent (FTE) who would be
coordinating some of this.
Satpal Sidhu, County Executive, stated he just had a meeting with the
Department of Emergency Management and the commitment they are trying
to make is having three or four people deep who are assigned by each city in
advance to this function and that the County should share in the training
expenses.
Kershner stated our emergency operations needs to have a critical look at
function and efficiency and the capabilities to get the job done. As we go
through the budget process, let's hope that we see some additional funding
allocated to our emergency management program in such a way that if we
experience emergencies we can be proactive rather than always reactive.
