Call To Order
Committee Chair Tyler Byrd called the meeting to order at 10:30 a.m. in a
hybrid meeting.
Present: 3 - Tyler Byrd, Carol Frazey, and Kathy Kershner
Absent: None

Announcements
Special Presentation
1. AB2022,_358 Report from the Finance Division
Brad Bennett, Administrative Services Department Finance, presented and
answered whether the County is ahead in revenue or expenses, how much of
our fund is fuel -related and the effects of fuel costs on the General Fund,
how much the General Fund revenue is on a yearly basis, why revenue from
recording fees is down so much, how the County is getting gas at such a
good price and how often the County has to repurchase fuel, whether there
is a projection of where the County will end up in overages this year, and
when the second quarter report will be posted online.
This agenda item was REPORTED.
Committee Discussion and Recommendation to Council
AB2022 r369 Request authorization for the County Executive to enter into a Purchase and Sale
agreement between Whatcom County and Opportunity Council for the transfer of
property at 1000 N. Forest St. at no cost for public benefit purposes consistent with
RCW 39.33.015
Frazey moved that the Agreement be RECOMMENDED FOR
AUTHORIZATION.
Tyler Schroeder, Executive's Office, briefed the Councilmembers on this
and other related agenda items and answered whether the contract award
amount that is being reduced is separate from the $4,000,000 of American
Rescue Plan Act funds to financially support the project, and what the total
cost of the project is.

Frazey requested that they consider Consent Agenda item number two
separately.
Kershner agreed with considering number two separately and requested that
they also consider Consent Agenda number nine separately.
The Committee considered those items first and then voted on the other
items by consent (see motion and votes on all items below).
The following Consent Agenda items were considered separately.
2. AB2022-366 Request authorization for the County Executive to enter into a contract amendment
between Whatcom County and Northwest Youth Services to support the youth and
young adult vocational program in the amount of $25,900 for a total amended
contract amount of $51,800
Frazey moved to hold this item because she is still waiting for information
about the success of this program.
Kershner asked if Council could get information on the outcomes of this
program as establishing how they are doing.
Byrd requested to schedule a presentation from Northwest Youth Services.
Frazey's motion that the Contract be FORWARDED TO COUNCIL WITH
RECOMMENDED MOTION(S) to HOLD IN COMMITTEE carried by the
following vote:

9. A13.2021-.393- Request authorization for the County Executive to enter into a contract amendment
between Whatcom County and Opportunity Council to reduce an ARPA funded
grant award to $200,000
Frazey moved that the Contract be RECOMMENDED FOR
AUTHORIZATION BY CONSENT.

Tyler Schroeder, Executive's Office, answered whether this contract
amendment is the same as the discussion they just had (on AB2022-369)
about the $800,00 contract award amount. He stated this is the same
contract amendment. This is the contract that we originally awarded $1
million and we are going to be reducing it by $800,000, leaving $200,000
for the support of the childcare facility. The $800,000 is going to help
facilitate this childcare and affordable housing project at Laurel and Forest
while recognizing that the County will be (in a way) compensated for the
transfer of the property. He answered whether the County is putting closer
to $4.4 million toward the entire project of which about $1.4 million could
be counted toward childcare.
Frazey's motion that the Contract be RECOMMENDED FOR
AUTHORIZATION BY CONSENT carried by the following vote:

Council "Consent Agenda" Items
Frazey weaved that Consent Agenda item numbers 1, 3-8, and 10-13 be
Authorized by Consent.
Jim Karcher, Public Works Department, answered a question about a recent
community member's email asking about soft shore protection rather than
the Maple Beach seawall repair as presented.
Committee members voted on Consent Agenda items 1, 3-8, and 10-13
(see votes on individual items below).
The following Consent Agenda items were considered by consent.
1. AB20222-362_ Request authorization for the County Executive to enter into a contract amendment
between Whatcom County and Domestic Violence and Sexual Assault Services to
support shelter operations in the amount of $1,500 for a total amended contract
amount of $41,000
Frazey moved that the Contract be RECOMMENDED FOR
AUTHORIZATION BY CONSENT. The motion carried by the following
vote:

3. A132022-•374_ Request authorization for the County Executive to award bid #22-29 and enter into a
contract between Whatcom County and Western Refinery Services, Inc. for the 2022
and 2023 Swift Creek Channel Excavation in the amount of $478,878.76
Frazey moved that the Bid Award be RECOMMENDED FOR
AUTHORIZATION BY CONSENT. The motion carried by the following
vote:

4. AB2022-376 Request authorization for the County Executive to award Bid #22-36 and enter into a
contract between Whatcom County and Tiger Construction for the Maple Beach
Seawall Repair in the amount of $79,500
Frazey moved that the Bid Award be RECOMMENDED FOR
AUTHORIZATION BY CONSENT. The motion carried by the following
vote:

5. AB2022-386 Request authorization for the County Executive to enter into an interlocal agreement
amendment between Whatcom County and North Sound Behavioral Health
Administrative Services Organization to provide funding to support behavioral health
services to Medicaid -insured invidivuals in Whatcom County in the amount of
$484,460 for a total amended agreement amount of $2,333,280

6. AB2022-389 Request authorization for the County Executive to enter into Contract Amendment
No. 2 between Whatcom County and Herrera Environmental Consultants, Inc. to
perform engineering design services for the Truck Road Stabilization Project in the
amount of $340,647.54 for a total amended contract amount of $559,088.81

7. A132022-391 Request permission for the County Executive to award bid #22-41 and enter into a
contract between Whatcom County and Granite Construction Company for the Hot
Mix Asphalt Pre -Level at Various Locations, Work Order No. 21565, in the amount
of $429,890.00

AUTHORIZATION BY CONSENT. The motion carried by the following

8. AB2022-392 Request authorization for the County Executive to award bid #22-26 and enter into a
contract between Whatcom County and Granite Construction Company for the Birch
Bay Drive and Harborview Road Pavement Repair Project, CRP No. 922019, in the
amount of $274,910
Frazey moved that the Bid Award be RECOMMENDED FOR
AUTHORIZATION BY CONSENT. The motion carried by the following

10. AB2022-395 Request authorization for the County Executive to enter into an interlocal agreement
amendment between Whatcom County and the Washington State Department of
Health for the delivery and funding of various public health services in the amount of
$819,759, for a total amended agreement amount of $6,779,654

engagement in youth cannabis and tobacco prevention strategies and activities, in the

support participation in coordinating and implementing regional youth leadership
