Call To Order
Roll Call
Council Chair Todd Donovan called the meeting to order at 3:54 p.m. in a
hybrid meeting.
Present: 7 - Barry Buchanan, Tyler Byrd, Todd Donovan, Ben Elenbaas, Carol Frazey,
Kaylee Galloway, and Kathy Kershner

Announcements
Committee Discussion
1. A 2022 356 Discussion of the Executive's 2023-2024 budget priorities and guidelines
The following people reported and read from the memorandum on file:
• Satpal Sidhu, County Executive
• Tyler Schroeder, Executive's Office
They answered whether the compensation study presented earlier today to
the Finance and Administrative Services Committee will be coming to the
Council later for approval; whether "Infrastructure," as part of economic
development and listed under the budget priorities in the memo, will
include broadband; what the state of our American Rescue Plan Act (ARPA)
dollars are and how they have had an impact on our general operations;
having a conversation around banked capacity and what impact that might
have on the budget and our ability to expand services, human resources, or
infrastructure projects; what gains in invested General Funds might look
like and how they can be strategic in using those dollars; the timeline for
Council to submit Additional Service Requests (ASRs); and how
Coronavirus Aid, Relief, and Economic Security (CARES) Act funds can be
used for construction of the Northwest Annex building.
