Roll Call
Committee Chair Barry Buchanan called the meeting to order at 1:50 p.m.
in a hybrid meeting.
Present: 3 - Barry Buchanan, Tyler Byrd, and Carol Frazey
Absent: None
Also Present: Todd Donovan, Ben Elenbaas, Kaylee Galloway, and Kathy Kershner

Special Presentation
1. AB2022-360 Presentation of the Incarceration Prevention and Reduction Task Force 2022 Annual
Report
The following people presented:
• Stephen Gockley, Incarceration Prevention and Reduction Task
Force (IPRTF) Co -Chair
• Jack Hovenier, Incarceration Prevention and Reduction Task Force
(IPRTF) Co -Chair
Councilmembers and the speakers discussed working to make Government
Alliance on Race and Equity (GARS) tools available for all the County's
boards and commissions, whether there are any recommendations in the
Vera report that they are still trying to work toward, whether there is a
possibility of creating a sub -committee to start addressing solutions for
expanding jail space and the increasing crime rate, how the task force works
with the Stakeholder Advisory Committee (SAC) on forming jail facility
recommendations and extra SAC meetings being held since January to make
sure that process is not delayed, the timeline for recommendations from
the SAC and the IPRTF, and what to do with unaddressed crime in the
meantime, including the possibility of building a temporary corrections
facility to house inmates.
