Council Climate Action and Natural Committee Minutes - Final July 12, 2022 Resources Committee Call To Order Roll Call Committee Chair Kaylee Galloway called the meeting to order at 10 a.m. in a hybrid meeting. Present: 3 - Todd Donovan, Ben Elenbaas, and Kaylee Galloway Absent: None Also Present: Barry Buchanan, Tyler Byrd, Carol Frazey, and Kathy Kershner Announcements Committee Discussion 1. AB2022-330 Discussion of a draft resolution supporting a transition to zero -emissions transportation Galloway briefed the Councilmembers on the differences between this version ("Second Substitute Resolution 7.2.2022") and the last version they reviewed. She stated one change that could be made is to remove the line item in the chart of Exhibit A to "Support expanding rail transportation options including advocating for restoration of Amtrak's Cascades route" since restoration of the route is now set for September of this year. Councilmembers discussed whether there is a cost analysis for staff training and the transition from fossil fuel vehicles to electric (as mentioned on Exhibit A) and whether transition of the County fleet would be done as the County vehicles age out of the system, concerns about transitioning heavy equipment to electric or hybrid, getting a cost breakdown on some of the strategies listed in the Resolution, and the intent of the Resolution being a vision and value statement and acting as a commitment which can empower the County when opportunities present themselves and when County staff are making decisions. Galloway stated she will reach out to the Public Works Department to see if they can give Council some additional cost breakdown and will update the Resolution to reflect the change for the Amtrak Cascade Route.
