Roll Call
Committee Chair Barry Buchanan called the meeting to order at 3 p.m. in a
hybrid meeting.
Present: 3 - Barry Buchanan, Tyler Byrd, and Carol Frazey
Absent: None
Also Present: Todd Donovan, Ben Elenbaas, Kaylee Galloway, and Kathy Kershner

L AE2022--364 Annual report from Whatcom County Emergency Medical Services
Mike Hilley, Emergency Medical Services (EMS) Manager, presented and
answered whether the county is averaging five to eleven overdose cases a
day every day of the year, whether the graph in the presentation (on file) for
"Substance Use Disorder (SUD) Calls by Month" represents individuals or
someone counted more than once in a month, whether the 2021 Bellingham
Technical College Paramedic Program graduates are the ones that the levy
fund had funded to go through the program, whether the metrics discussed
on the presentation slide titled, "Continuous Quality Improvement (CQI)"
include whether someone is male or female, how they get from a projected
$9 million fund balance to a $22 million fund balance, whether the reserve
target is seventy percent of expenditures, and why the percentage is so high.
Frazey spoke about the Emergency Medical Services (EMS) Ordinance that
is scheduled for introduction tonight and stated she would be voting against
it unless some diversity, equity, and inclusion language in included.
Hilley answered whether there is time if Council were to delay the
introduction item.
Satpal Sidhu, County Executive, stated he supports what Councilmember
Frazey has said. We are about to bring the Resolution on diversity, equity,
and inclusion as part of the commission so that will be part of most of the
documents or policies in Whatcom County and should be included in the
levy document as well.
