Committee Chair Kaylee Galloway called the meeting to order at 9:30 a.m.
in a hybrid meeting.
Present: 3 - Todd Donovan, Ben Elenbaas, and Kaylee Galloway
Absent: None
Also Present: Barry Buchanan, Tyler Byrd, and Carol Frazey

Committee Discussion
1. AB2022-330 Discussion of a draft resolution supporting a transition to zero -emissions
transportation
Galloway briefed the Councilmembers and Councilmembers discussed the
reason for the Resolution, and having the Resolution as a vision for now and
then bringing forward Ordinances as action items as they go.
Tyler Schroeder, Executive's Office, answered whether electrifying the
ferry would affect the grants the County is applying for for the diesel hybrid
that is designed and planned for and as approved in a previous Resolution.
Galloway stated she has questions about whether or not a diesel hybrid is
the best way to go for a ferry that will have to last another fifty or sixty
years and she wants to make sure they are advocating and working towards
the most up-to-date technology.
Councilmembers continued to discuss getting actionable items, finding out
how much some of the things in the Resolution would cost, whether they
should approve this Resolution now to set forth priorities and a vision and
then come forward with specific policy changes or not approve the
Resolution at all, whether the Resolution should be less specific and just
stating that they want to pursue policies that support electrification of
public transportation, whether they should map out the topics they would
like to address as action items over the next several meetings, working on
amendments to the Resolution to remove some action items and keeping it
high-level then creating a second substitute version for a future meeting,
and finding out how they would do the charging infrastructure and what it
would cost.

Jon Hutchings, Public Works Department Director, stated he could work
through some of the Councilmember's questions with Galloway.
