TITLE FOR AGENDA ITEM:
Resolution amending the Flood Control Zone District & Subzones 2022 budget, request no. 3, in the
amount of $5,250,617 (Council acting as the Flood Control Zone District Board of Supervisors)
SUMMARY STATEMENT OR LEGAL NOTICE LANGUAGE:
Supplemental #3 requests from the Flood Control Zone District Fund:
1. To appropriate $187,075 in River & Flood to fund additional capacity in Flood by adding two
new staff and reclassifying a third.
2. To appropriate $1,950,000 in River & Flood to fund voluntary buy-out and elevation program
for flood -impacted homes from grant proceeds.
3. To appropriate $450,000 in River & Flood to fund floodplain integrated planning process from
grant proceeds.
4. To appropriate $270,000 in River & Flood to fund Timon Levee rehabilitation.
5. To appropriate $115,000 in River & Flood to fund Upper Hampton Levee flood damage
repair.
6. To appropriate $1,200,000 in River & Flood to fund Everson Overflow pipeline bank
stabilization project from FEMA funding.
7. To appropriate $987,000 in River & Flood to fund Jones Creek deflection berm project
supported by grant proceeds.
8. To recognize $281,775 in River & Flood of increased FEMA funding for 90% reimbursement
rather than 75%.
9. To appropriate $91,542 in Natural Resources to fund Natural Resources Environmental

RESOLUTION NO. 2022-031
(A resolution of the Whatcom County Flood Control Zone District Board of Supervisors)
AMENDMENT NO. 3 OF THE 2022 BUDGET
WHEREAS, the 2022 budget for the Whatcom County Flood Control Zone District and
Subzones was adopted November 23, 2021; and,
WHEREAS, changing circumstances require modifications to the approved 2022 budget;
and,
WHEREAS, the modifications to the budget have been assembled here for deliberation by
the Board of Supervisors,
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Flood Control Zone
District Board of Supervisors that the 2022 budget as approved in Resolution 2021-051 is
hereby amended by adding the following additional amounts to the budgets included therein:
