Community Health Specialist II -Immunizations WHATCOM COUNTY SUPPLEMENTAL JOB DESCRIPTION POSITION: Community Health Specialist II REPORTS TO: Public Health Nurse Supervisor AREA OF ASSIGNMENT: Immunizations See Community Health Specialist II job description for other duties, qualifications and special requirements that apply to this position. ESSENTIAL JOB DUTIES Independently develops, organizes, implements, coordinates, facilitates and evaluates the effectiveness of programs to increase COVID-19 vaccination availability and utilization across Whatcom County, collaborating with a variety of stakeholders, both internal and external. Serves as a technical lead, assisting and advising other staff and policy leaders on public policy development around COVID-19 vaccination. Assesses immunization-related education needs and priorities of various populations, using appropriate assessment tools. Collaborates with community partners to develop and implement ongoing community assessment and planning processes for COVID-19 vaccination. Develops and implements COVID-19 related vaccination strategies, education and outreach programs focused on population-based behavior change. Collaborates with other staff, providers and other partners to design and implement communication strategies to reach target populations, and the general public regarding early, targeted immunization efforts and vaccine availability. Creates marketing and educational materials, and manages program communications and marketing to drive community engagement. Develops and maintains key strategic partnerships critical to the success of the COVID 19 immunization program, including with local schools and community agencies that support vulnerable populations, ensuring equitable access to vaccination services across the county. Independently locates, completes and utilizes grants and other funding sources to support COVID- 19 vaccine activities. Monitors and ensures all requirements of grants and contracts are met. Develops, conducts and evaluates the effectiveness of health education and health promotion programs. QUALIFICATIONS Requires strong technical experience with project management tools and ability to design presentations using Microsoft Word, Excel and PowerPoint Experience with projects that involve quality programs and data-driven program evaluation preferred. Demonstrated success coordinating outreach activities involving individuals, community partners, and teams to achieve production and impact expectations. Requires knowledge of: Public health practices, medical terminology as applied to immunizations and vaccine preventable diseases; immunization, dosing schedules, vaccine management; child care and school state immunization requirements. Principles of planning, time management, project coordination, group dynamics and program and process evaluation. Requires the ability to: Work both independently and as part of a team across various community stakeholders, and geographic locations. Work with internal and external partners in action-oriented and collaborative manner. Inspire and motivate others in support of the organization’s vision and mission. SPECIAL REQUIREMENTS Must have a driving record that meets County standards and possess a valid driver's license at time of hire and throughout employment. WORKING CONDITIONS Work is performed in an office, meeting room setting, and various locations throughout the County and State. May sit or stand for long periods of time. May occasionally lift and carry items weighing up to 20 pounds. Moves throughout the County’s facilities. Periodically drives motor vehicle to perform duties in the field, at multiple sites, or travel out of the County. May be required to attend meetings or perform duties outside of normal office hours. Possibility of exposure to hostile and offensive language from the public. Uses appropriate safety equipment and follows established work safety policies, practices and procedures.
