Committee Chair Ben Elenbaas called the meeting to order at 3:07 p.m. in a
hybrid meeting.
Present: 3 - Todd Donovan, Ben Elenbaas, and Kaylee Galloway
Absent: None
Also Present: Barry Buchanan, Tyler Byrd, Carol Frazey, and Kathy Kershner

Special Presentation
1. AB222-23 Presentation by Planning and Development Services on the life cycle of a permit
Steve Roberge, Planning and Development Services Department, presented
and answered whether the development time frame requirements would
apply if someone does paperwork for a plat but does not do any of the
infrastructure and just lets the plat sit, what it means that the agricultural
(Ag) short plat is a Whatcom County hybrid and whether it is a different
process or a quicker way to do a short plat with Ag, the length of time it
takes to get a permit for the "three different paths to building a home" as
presented on the Building Permit Overview slide (on file), whether the
Planning Department could give a flow chart of the building permit process
to customers as they come to the permitting counter in the pre -application
process, whether the permitting process takes only two to three weeks if
you have a property that already has a site plan and only needs a building
permit, and the cost to get a permit.
Councilmembers discussed the cost and time it takes to get a permit and
exploring options for those to help with building more affordable homes.
