Roll Call
Committee Chair Tyler Byrd called the meeting to order at 11:30 a.m. in a
hybrid meeting.
Present: 3 - Tyler Byrd, Carol Frazey, and Kathy Kershner
Absent: None

Announcements
Special Presentation
1. AB2022-173 Report from the Finance Division
Brad Bennett, Administrative Services Department Finance, reported on the
Fourth Quarter Financial Report and answered how much is left in the
American Rescue Plan Act (ARPA) fund or any of the other
COVID-19-related fund accounts, and whether there are any
recommendations going forward in light of the current high inflation.
Tyler Schroeder, Executive's Office, stated we have a pretty solid fund
balance but with those additional cost increases we may see we will need to
ensure that the annual revenue coming in from sales tax into the general
fund will be able to keep up with that.
This agenda item was REPORTED.
Committee Discussion and Recommendation to Council
1. AB2022-194 Request authorization for the County Executive to enter into a contract between
Whatcom County and the City of Bellingham to support Child and Family Action Plan
implementation activities, in the amount of $150,000
Kershner read the agenda item into the record.
Frazey moved that the Contract be RECOMMENDED FOR
AUTHORIZATION.
Tyler Schroeder, Executive's Office, answered whether the City of
Bellingham is contributing $150,000 to support the Child and Family
Action Plan and he briefed the Councilmembers on the item.
Frazey's motion that the Contract be RECOMMENDED FOR

2. AB2022-197 Request authorization for the County Executive to enter into a grant agreement
between Whatcom County and Washington Department of Ecology to develop and
implement a collaborative process to identify local solutions for water availability
issues in the Nooksack Basin and supporting technical work in the amount of
$250,000
Kershner moved that the Interlocal be RECOMMENDED FOR
AUTHORIZATION.
Gary Stoyka, Public Works Department, briefed the Councilmembers.
Kershner's motion that the Interlocal be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:

3. AB2022-202 Request authorization for the County Executive to enter into a Interagency agreement
between Whatcom County and the State of Washington Department of Ecology for
Whatcom Compound Flood Vulnerability and Risk Assessment
Fraley moved that the Interlocal be RECOMMENDED FOR
AUTHORIZATION.
Chris Elder, Public Works Department, briefed the Councilmembers.
Frazey's motion that the Interlocal be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:

Council "Consent Agenda" Items Part 1
Frazey stated she would like to pull Consent Agenda item numbers one and
nine from the Consent Agenda for discussion so Councilmembers
considered those items first.

1. AB2022-195 Request authorization for the County Executive to enter into an interlocal agreement
between Whatcom County and the Skagit County Sheriff's Office for use of the
Plantation Rifle Range to train personnel, in the amount of $16,109.98
Kershner moved that the Interlocal be RECOMMENDED FOR
AUTHORIZATION BY CONSENT.
Mike McFarlane, Parks and Recreation Department Director, answered
whether the County has increased the cost per day and the cost per officer
in the last five years since we continue to lose money at the Plantation Rifle
Range, whether the daily use and officer use has increased much in the last
five years, and at how much of a loss the plantation range is run.
Kershner's motion that the Interlocal be RECOMMENDED FOR
AUTHORIZATION BY CONSENT carried by the following vote:

9. AB2022-204 Request authorization for the County Executive to enter into a contract amendment
between Whatcom County and Axon Enterprise, Inc. to provide additional body
worn cameras and detective interview room cameras, in the amount of $102,457.76
Frazey moved that the Contract be RECOMMENDED FOR
AUTHORIZATION BY CONSENT.
Doug Chadwick, Undersheriff, answered whether all the body cameras they
have purchased are in use now.
Frazey's motion that the Contract be RECOMMENDED FOR
AUTHORIZATION BY CONSENT carried by the following vote:

Council "Consent Agenda" Items Part 2
Kershner moved to recommend Consent Agenda items two through eight
and ten through fourteen for AUTHORIZATION BY CONSENT.
Councilmembers voted on those items (see motion and vote on each
individual item below).
1. AB2022-195 Request authorization for the County Executive to enter into an interlocal agreement

3. AB2022-171 Request authorization for the County Executive to enter into a contract between
Whatcom County and Washington State Office of Public Defense to be reimbursed
for increased service costs related to Covid 19, in the amount of $73,000.00

AUTHORIZATION BY CONSENT. The motion carried by the following

4. AB2022-184 Request approval for the County Executive to enter into a contract amendment with
Herrera Environmental Consultants, Inc. to expand the scope of work, timeline, and
funding to complete the Offsite Buffer Mitigation Program Feasibility Study in the
amount of $60,000 for a total amended contract of $100,000

6. AB2022-199 Request authorization for the County Executive to enter into a contract amendment
between Whatcom County and Julota to integrate data among various data storage
platforms used to track and monitor services and care provided to individuals
frequently seen by the GRACE and LEAD Programs in the amount of $26,103 for a
total amended contract amount of $80,353

AUTHORIZATION BY CONSENT. The motion carried by the following

7. AB2022-201 Request authorization for the County Executive to enter into an interlocal agreement
between Whatcom County and the Marysville Police Department for use of the

between Whatcom County and Opportunity Council to provide Leasing Specialist
and intensive case management services in the amount of $159,613 for a total
amended contract amount of $229,103

10. AB2022-205 Request authorization for the County Executive to enter into a contract between
Whatcom County and North Sound Behavioral Health Administrative Services
Organization to provide funding for the Recovery Navigator Program intended to
enhance Law Enforcement Assisted Diversion (LEAD) programming, in the amount
of $512,455

14. AB2022-228 Request authorization for the County Executive to enter into an interlocal agreement
amendment between Whatcom County and Whatcom Conservation District for farm
planning services and financial assistance, in the amount of $140,021 (Council acting
as the Whatcom County Flood Control Zone District Board of Supervisors)
Kershner moved that the Contract (FCZDBS) be RECOMMENDED FOR
AUTHORIZATION BY CONSENT. The motion carried by the following
