ORDINANCE NO. 2022-029
ESTABLISHING MOVEMENT RESTRICTIONS ON E. HEMMI ROAD AT THE
INTERSECTION WITH HANNEGAN ROAD
WHEREAS, the Whatcom County Council is authorized under RCW 46.61.290 to
establish restrictions on vehicular movements on certain County Roads; and
WHEREAS, the Meridian School District has requested that left turn and through
movement restrictions be established on E. Hemmi Road at the intersection with Hannegan
Road, during the school year; and
WHEREAS, these restrictions are being established to facilitate a safer and more
orderly flow of traffic; and
WHEREAS, the County Engineer has agreed that it is necessary to formally establish
these restrictions; and
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the
restrictions be established as follows:
1) Left Turns shall be prohibited from westbound E. Hemmi Road to southbound
Hannegan Road from 8:30 am to 10:30 am and 3:00 pm to 4:30 pm, during the
school year, located in Sections 16, 17, 20 and 21, Township 39 North, Range 3
East, W.M.
2) Through Movements shall be prohibited from westbound E. Hemmi Road to
westbound E. Hemmi Road at the intersection with Hannegan Road from 8:30 am
to 10:30 am and 3:00 pm to 4:30 pm, during the school year, located in Sections
16, 17, 20 and 21, Township 39 North, Range 3 East, W.M.
BE IT FURTHER ORDAINED, by the Whatcom County Council that the following be
added to Whatcom County Code Section 10.48:
10.48.020 LANE RESTRICTION - LEFT TURN MOVEMENTS ON E. HEMMI ROAD.
E. HEMMI ROAD. Left Turns shall be prohibited from westbound E. Hemmi Road to
southbound Hannegan Road from 8:30 am to 10:30 am and 3:00 pm to 4:30 pm
during the school year, located in Sections 16, 17, 20 and 21, Township 39 North,
Range 3 East, W.M.
10.48.030 LANE RESTRICTION - THROUGH MOVEMENTS ON E. HEMMI ROAD.
E. HEMMI ROAD. Through Movements shall be prohibited from westbound E. Hemmi
Road to westbound E. Hemmi Road at the intersection with Hannegan Road from
8:30 am to 10:30 am and 3:00 pm to 4:30 pm during the school year, located in
Sections 16, 17, 20 and 21, Township 39 North, Range 3 East, W.M.

BE IT FURTHER ORDAINED, that the County Engineer is hereby directed to install
the appropriate signs and the Whatcom County Sheriff and Washington State Patrol be
notified by a copy of this ordinance.
ADOPTED this 12th day of April , 2022.
