Judy Ziels, Health Department, answered what the contract is measuring,
whether there are any metrics or accountability, whether they are looking
for certain outcomes, whether this six-month contract is just to get the
budget started, and what they want the outcomes to be.
David Webster, Opportunity Council Director of Early Learning & Family
Services, answered what kind of administrative costs are built into this
contract, what the metrics are for the Single Entry Access to Services
(SEAS) program, whether this program acts as a hub for services, and how

Councilmembers and the speakers discussed that this is the first step of
having a list of supports and services that families are saying they need but
that we do not have in our community, how many services or programs are
currently available through the county and Health Department that are
specifically for pre -natal to five years old, whether services for children
with special health needs are well -received and what positive outcomes they
have seen, that the SEAS program will not be able to do it all but will be a
coordinated effort with other resources, and what happens when a family is
referred to the SEAS program.
