Council Finance and Administrative Committee Minutes - Final March 8, 2022 Services Committee Call To Order Roll Call Committee Chair Tyler Byrd called the meeting to order at 10:45 a.m. in a virtual meeting. Present: 3 - Tyler Byrd, Carol Frazey, and Kathy Kershner Absent: None Also Present: Barry Buchanan, Todd Donovan, Ben Elenbaas, and Kaylee Galloway Announcements Special Presentation 1. AB2022-154 Report from Information Technology (IT) Division Perry Rice, Administrative Services Department Information Technology Manager, reported. This agenda item was REPORTED. Committee Discussion and Recommendation to Council 1. AI2022M1_3, Request authorization for the County Executive to enter into a contract between Whatcom County and Opportunity Council to build a health, resource, and service navigation system that will provide timely connection of parents and children, pre -natal to five years, to a range of protective and supportive services, in the amount of $77,797 Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION. Judy Ziels, Health Department, answered what the contract is measuring, whether there are any metrics or accountability, whether they are looking for certain outcomes, whether this six-month contract is just to get the budget started, and what they want the outcomes to be. David Webster, Opportunity Council Director of Early Learning & Family Services, answered what kind of administrative costs are built into this contract, what the metrics are for the Single Entry Access to Services (SEAS) program, whether this program acts as a hub for services, and how this information gets out to families so they know the service is available to them. Whatcom County Page 1 Council Finance and Administrative Committee Minutes - Final March 8, 2022 Services Committee Councilmembers and the speakers discussed that this is the first step of having a list of supports and services that families are saying they need but that we do not have in our community, how many services or programs are currently available through the county and Health Department that are specifically for pre -natal to five years old, whether services for children with special health needs are well -received and what positive outcomes they have seen, that the SEAS program will not be able to do it all but will be a coordinated effort with other resources, and what happens when a family is referred to the SEAS program. Frazey's motion that the Contract be RECOMMENDED FOR AUTHORIZATION carried by the following vote: Aye: 3 - Byrd, Frazey, and Kershner Nay: 0 Absent: 0 5. AB2022-1 S._`i Resolution updating the appendix of the 2022 Comprehensive Economic Development Strategy (CEDS) Byrd stated it was requested that this item be removed from the Consent Agenda and considered separately. Kershner moved that the Resolution be RECOMMENDED FOR APPROVAL. Tyler Schroeder, Executive's Office, briefed the Councilmembers on the item and answered whether it is up to the cities what they want to put forward for this list, what drives what they might want or not want to put in, and why some jurisdictions get into more detail than others. Kershner's motion that the Resolution be RECOMMENDED FOR APPROVAL carried by the following vote: Aye: 3 - Byrd, Frazey, and Kershner Nay: 0 Absent: 0 Council "Consent Agenda" Items Kershner moved to approve Consent Agenda items one through four. AB2022-106 Request authorization for the County Executive to enter into a contract between Whatcom County and Bellingham Whatcom County Tourism for support of a tourism economic recovery plan in the amount of $95,000 Kershner moved that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 3 - Byrd, Frazey, and Kershner Nay: 0 Absent: 0 2. AB2022-w127 Request authorization for the County Executive to enter into an interlocal agreement between Whatcom County and U.S. Department of Justice for Organized Crime Drug Enforcement Task Force (OCDETF), in the amount of $2,500.00 Kershner moved that the Interlocal be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 3 - Byrd, Frazey, and Kershner Nay: 0 Absent: 0 3. AB 022-129 Request authorization for the County Executive to enter into an interlocal agreement between Whatcom County and Washington State Parks and Recreation Commission for Recreational Boating Safety Federal Financial Assistance Grant, in the amount of $13,979.19 Kershner moved that the Interlocal be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 3 - Byrd, Frazey, and Kershner Nay: 0 Absent: 0 4. AB2022-133. Request authorization for the County Executive to enter into a contract amendment between Whatcom County and Quest Diagnostics Clinical Laboratories, Inc. for laboratory services in the amount of $70,000.00 Kershner moved that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT.
