Committee Chair Kathy Kershner called the meeting to order at 1 p.m. in a
virtual meeting.
Present: 3 - Barry Buchanan, Kaylee Galloway, and Kathy Kershner
Absent: None
Also Present: Tyler Byrd, Todd Donovan, Ben Elenbaas, and Carol Frazey

Special Presentation
1. AB2022 =100 Presentation regarding Whatcom County's commitment to children and families
The following people presented:
• Heather Flaherty, Chuckanut Health Foundation
• Rachel Lucy, PhD, Peace Health
• Emily O'Connor, MSW, Lydia Place Executive Director
• Ray Deck III, Skookum Kids Founding Director
They answered questions about the timeline for Council to approve an
Ordinance in time to get a proposal to the Auditor for the ballot, whether
the ballot measure would need a sixty percent vote or a simple majority
vote, and being specific with voters about how the money from a property
tax would be spent.
