Committee Chair Barry Buchanan called the meeting to order at 2:15 p.m.
in a virtual meeting.
Present: 3 - Barry Buchanan, Tyler Byrd, and Carol Frazey
Absent: None
Also Present: Todd Donovan, Ben Elenbaas, Kaylee Galloway, and Kathy Kershner

Special Presentation
1. A 2022-134 Report from the Whatcom County Sheriff s Office
Bill Elfo, Sheriff, reported and answered whether he could send the Council
the statistics referred to in his report, whether Whatcom County has the
lowest average deputies -per -citizen ratio in the state, whether the County
could move forward with adding signing bonuses to bring employees on
board and whether that would be beneficial for filling open positions,
whether there are any areas the Sheriff is tasked with managing that are
looking up or crime statistics that are down, whether he has been able to
engage with anyone from our State Legislative delegation regarding policies
that the State Legislature had been working on that had unintended
consequences, and what those conversations have looked like.
