Call To Order
Roll Call
Committee Chair Tyler Byrd called the meeting to order at 11 a.m. in a
virtual meeting.
Present: 3 - Tyler Byrd, Carol Frazey, and Kathy Kershner
Absent: None
Also Present: Barry Buchanan, Todd Donovan, Ben Elenbaas, and Kaylee Galloway
Announcements
Committee Discussion and Recommendation to Council
1. AB2022-0 72 Request authorization for the County Executive to enter into a contract between
Whatcom County and Aristo Healthcare Services to provide immediate staffing at
COVID Isolation and Quarantine Facility overflow sites, in the amount of $705,200
Frazey moved that the Contract be RECOMMENDED FOR
AUTHORIZATION.
The following people gave a staff report and answered questions:
• Erika Lautenbach, Health Department Director
• Cindy Hollinsworth, Health Department
• Kathleen Roy, Health Department
They answered whether this will only be paid if it is used, what facilities
they were referring to when they mentioned a staffing worst case scenario,
and whether there is intention to have additional sites other than the one at
Civic.
Frazey's motion that the Contract be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:
Aye: 3 - Byrd, Frazey, and Kershner
Nay: 0
Absent: 0
Council "Consent Agenda" Items Part 1
Kershner stated she would like to pull agenda item #2 (AB2022-075) from
the Consent Agenda to discuss separately.

Councilmembers considered AB2022-075 first before the rest of the
Consent Agenda items.
2. A132022-075 Request authorization for the County Executive to enter into an interlocal agreement
between Whatcom County and City of Bellingham to provide winter shelters during
severe weather emergencies
Frazey moved that the Interlocal be RECOMMENDED FOR
AUTHORIZATION.
Erika Lautenbach, Health Department Director, stated that as of yesterday
Ann Beck is now the Human Services Manager.
Ann Beck, Health Department, briefed the Councilmembers and she and
Lautenbach answered questions about whether these emergency shelters are
for people who are unwilling or uncomfortable or maybe do not meet the
qualifications to go to some of the other shelters that we also have set up
and also pay for, the criteria for activating the warming shelters, whether
there should be buy -in from the guests and a process to earn the use of the
shelter, how people would go back and forth between the Bellingham Public
Library during the day and Depot Market Square for the night, whether the
City of Bellingham has already approved the agreement, whether it would
make sense to extend the use of Depot Market Square so people do not have
to be moved back and forth, what happens if the weather drops with less
notice than the two -days -in -advance criterion for going operational, and
how many people would use the shelter at one time.
Frazey's motion that the Interlocal be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:

Council "Consent Agenda" Items Part 2
Kershner moved to approve Consent Agenda items one and three through
seven. Councilmembers voted on those items (see votes on individual items
below).
1. A 2022-065 Request authorization for the County Executive to enter into an interlocal agreement
between Whatcom County and U.S. Department of Justice, for Organized Crime
Drug Enforcement Task Force (OCDETF), in the amount of $2,500.00

Kershner moved that the Interlocal be RECOMMENDED FOR
AUTHORIZATION BY CONSENT. The motion carried by the following
vote:

2. AB2022-075 Request authorization for the County Executive to enter into an interlocal agreement
between Whatcom County and City of Bellingham to provide winter shelters during
severe weather emergencies

3. A B202220 76 Resolution amending the 2022 CEDS project list to include an additional Port of
Bellingham project and revise the name of a Whatcom County project already listed
Kershner moved that the Resolution be RECOMMENDED FOR
APPROVAL. The motion carried by the following vote:

4. A132022-078 Request authorization for a Letter of Understanding between Whatcom County and
The International Organization of Masters, Mates and Pilots (MMP) and the
Inlandboatmen's Union of the Pacific (IBU) to amend the current Collective
Bargaining Agreement for the period of January 1, 2020 - December 31,2022
Kershner moved that the Contract be RECOMMENDED FOR
AUTHORIZATION BY CONSENT. The motion carried by the following
vote:

5. A13.2022-091 Request authorization for the County Executive to enter into a contract between
Whatcom County and Washington State Health Care Authority to provide funding to
accomplish activities under the Law Enforcement Assisted Diversion (LEAD)
program during the grant period 10/01/21 - 06/30/23 in the amount of
$1,175,834.00
Kershner moved that the Contract be RECOMMENDED FOR

6. A B2022-092. Request authorization for the County Executive to enter into a contract between
Whatcom County and Sea Mar Community Health Centers to furnish goods and
services necessary to accomplish activities under the Law Enforcement Assisted
Diversion (LEAD) program during the contract term 10/1/21 - 03/31/22 and not to
exceed the amount of $371,583.00
Kershner moved that the Contract be RECOMMENDED FOR
AUTHORIZATION BY CONSENT. The motion carried by the following
vote:

7. AB2022-09 3 Request authorization for the County Executive to enter into a contract between
Whatcom County and Gallagher Benefit Services, Inc. to provide a compensation
study for unrepresented employees, in an amount not to exceed $50,000
Kershner moved that the Contract be RECOMMENDED FOR
AUTHORIZATION BY CONSENT. The motion carried by the following
vote:

Byrd stated a presentation from the Department of Emergency Management
that was going to be this week will be on the agenda for the next committee
meeting on February 22, 2022.
